IEC 63380-3:2025 defines the secure information exchange between local energy management systems and electric vehicle charging stations. The local energy management systems communicate to the charging station controllers via the resource manager. This document specifies the application of relevant transport protocols; in this case, SPINE (smart premises interoperable neutral-message exchange), SHIP (smart home IP), and ECHONET Lite. Other communication protocols can be defined in future editions
Abstract
Overview
IEC 63380-3:2025 defines a standard interface for secure information exchange between electric vehicle (EV) charging stations and local energy management systems (LEMS). Focusing on communication protocol and cybersecurity specific aspects, this part of the IEC 63380 series standardizes how LEMS communicate to charging station controllers via the resource manager, and prescribes the application of transport and messaging protocols such as SPINE, SHIP, and ECHONET Lite. The standard addresses secure commissioning, message formats, discovery, and key management to enable interoperable, secure EV charging integration.
Key Topics and Requirements
- Protocol stack and message architecture
- SPINE datagram structure, header and payload models, communication modes (simple/enhanced), and functional commissioning flows (discovery, binding, subscription).
- SHIP transport and session management including TCP, WebSocket, JSON message representation and TLS-based security.
- ECHONET Lite framing for device-level interoperability.
- Cybersecurity and key management
- Certificate handling, symmetric key lifecycle, node-specific public keys and verification procedures.
- Mutual authentication, TLS handshakes, session resumption strategies, and guidance for constrained devices.
- Secure commissioning options including QR-code based provisioning and PIN verification workflows.
- Interoperability and data mapping
- JSON ↔ XML transformations, common data types, addressing schemes (device/entity/feature), and selector usage for targeted messaging.
- Operational procedures
- Discovery/re-discovery, destination lists, binding and subscription management, reconnection and retransmission behavior, and recommendations for commissioning and troubleshooting.
Applications and Who Uses It
IEC 63380-3 is intended for stakeholders implementing secure EV charging integration with building and local energy management:
- Charging station manufacturers - ensure compliant controllers and network stacks.
- LEMS and building energy system vendors - integrate charging control and demand-response with standardized interfaces.
- System integrators and software developers - implement SPINE/SHIP/ECHONET Lite clients and servers for interoperability.
- Utilities and fleet operators - manage distributed charging loads securely within local grids and microgrids.
- Cybersecurity engineers and test labs - validate TLS, key management, commissioning flows, and protocol conformance.
- Regulators and procurement teams - reference for technical requirements in tenders and compliance frameworks.
Related Standards
- Other parts of the IEC 63380 series addressing physical and functional interfaces.
- International protocols and specifications referenced in the document (TLS, WebSocket, JSON/XML mappings, and ECHONET Lite).
- Complementary EV charging and energy-management standards used by manufacturers and operators.
