IEC SRD 63233-2:2023 At present, several standards organizations around the world are developing standards for smart cities, but they focus on different aspects of cities. Because a smart city needs a long-term investment, it should provide stakeholders with many standard views with different perspectives as the basis for future investments. This document is Part 2 of the IEC SRD 63233 series on smart city standards inventory and mapping. Part 1 provides the methodology for inventory and mapping of standards. Part 4 providing guidance on standards for public health emergencies, and Part 3 designed as a standards map are under development. This document provides a catalogue of the identified standards related to the smart city system according to the criteria specified in IEC SRD 63233-1. This catalogue, as a database or inventory, can provide users with a function to search the smart city-related standard information with the hyperlinks to the searched standards. The inventory of Smart City standards includes not only the existing standards but also those under development officially registered in standards development organizations (SDOs). The inventory is comprehensive, and it provides an overview of each standard catalogued. The users (e.g. designers and implementers of smart cities) can use this inventory to select an appropriate set of standards for their design and implementations. The standards inventory is available online. It will be maintained and updated regularly.
Abstract
Overview
IEC SRD 63233-2:2023, published by the International Electrotechnical Commission (IEC), is a crucial part of the global effort to standardize smart city development. This document serves as Part 2: Standards inventory within the IEC SRD 63233 series on smart city standards inventory and mapping. While Part 1 defines the methodology for inventory and mapping, Part 2 provides a comprehensive catalogue of smart city standards currently existing or under development by multiple Standards Development Organizations (SDOs).
The main objective of IEC SRD 63233-2 is to create a structured and accessible inventory database of smart city standards, enabling stakeholders-such as city planners, architects, investors, and solution providers-to identify and select appropriate standards tailored to their project and implementation needs. This online inventory is regularly maintained, ensuring up-to-date applicability for long-term smart city investments.
Key Topics
IEC SRD 63233-2 addresses the following key topics related to smart city standardization:
-
Standards Catalogue Structure: The inventory organizes standards according to critical urban system components-such as infrastructure, governance, security, smart transportation, energy, water, public safety, education, and healthcare-reflecting comprehensive smart city domains.
-
Stakeholder Needs and Standardization Areas:
- Citizens, investors, municipal authorities, and technical solution providers each have specific standardization needs addressing interoperability, data protection, sustainability, lifecycle management, and smart technology integration.
-
Searchable Smart City Standards Inventory:
- The inventory is maintained as an Excel-based table accessible online, featuring multiple worksheets to facilitate efficient searches by smart city aspect, development status (existing or in-progress), and involved organizations.
-
Maintenance & Updates:
- The inventory adopts a structured updating process every 12 weeks, capturing new standards, modifications, and withdrawn items, ensuring that users have access to the latest and most relevant information.
-
Integration with IEC SyC Smart Cities Supporting Documents:
- The standards database is interconnected with other IEC Smart Cities documents and resources, providing hyperlinks and related documents for a holistic smart city standardization framework.
Applications
IEC SRD 63233-2:2023 is an essential resource for professionals involved in the design, implementation, and management of smart city projects. Its practical applications include:
-
Standards Selection and Compliance: Enables decision-makers to identify relevant standards aligned with project goals, ensuring regulatory compliance and interoperability of smart city components.
-
Investment Planning: Provides investors with insights into standardized frameworks that support sustainable, secure, and scalable smart city infrastructure investments.
-
Smart City Lifecycle Management: Supports municipal authorities and urban planners in applying standards across design, construction, operation, and maintenance stages for city-wide systems.
-
Technology Integration: Assists solution providers and developers to align smart city technologies-such as IoT, AI, digital twins, big data, and communication networks-with globally recognized standards.
-
Risk and Resilience Evaluation: Offers access to standards that address security, privacy, resilience, and public safety, particularly relevant to managing urban emergencies and continuity planning.
By leveraging this inventory, stakeholders can efficiently coordinate their efforts, reduce redundancy, and foster a more interoperable and resilient smart city environment.
Related Standards
IEC SRD 63233-2 is part of a multi-part series addressing smart city standardization comprehensively:
-
IEC SRD 63233-1: Provides the methodology for inventory and mapping of smart city standards.
-
IEC SRD 63233-3 (under development): Designed as a standards map to visually navigate smart city standards and their interrelations.
-
IEC SRD 63233-4 (under development): Offers guidance on standards related to public health emergencies, aligning smart city operations with health safety requirements.
In addition, the inventory interacts with standards published by other international entities and SDOs that focus on smart city domains such as energy efficiency, urban mobility, data security, and ICT infrastructure.
