IEC TR 62001-1:2016(E), which is a Technical Report, provides guidance on the specifications of AC filters for high-voltage direct current (HVDC) systems with line-commutated converters and filter performance calculation. This document deals with the specification and design evaluation of AC side harmonic performance and AC side filters for HVDC schemes. It is intended to be primarily for the use of the utilities and consultants who are responsible for issuing the specifications for new HVDC projects and evaluating designs proposed by prospective suppliers. The scope of this document covers AC side filtering for the frequency range of interest in terms of harmonic distortion and audible frequency disturbances. It excludes filters designed to be effective in the Power Line Carrier (PLC) and radio interference spectra. The bulk of this document concentrates on the "conventional" AC filter technology and line-commutated HVDC converters. The changes entailed by new technologies are also discussed. This first edition of IEC TR 62001-1, together with IEC TR 62001-2, IEC TR 62001-3 and IEC TR 62001-4, cancels and replaces IEC TR 62001 published in 2009. This edition constitutes a technical revision. IEC TR 62001-1 includes the following significant technical changes with respect to IEC TR 62001: a) Clauses 3 to 5, 7 to 9, 17, 20, Annexes A and C to E have been expanded and supplemented; b) Annexes C and F on the definition of telephone interference parameters and voltage sourced converters have been added.
Abstract
Overview
IEC TR 62001-1:2016 - "High-voltage direct current (HVDC) systems – Guidance to the specification and design evaluation of AC filters – Part 1: Overview" - is a Technical Report from the IEC providing guidance for the specification and design evaluation of AC filters on the AC side of line‑commutated converter (LCC) HVDC schemes. The report focuses on filter performance calculation and permissible harmonic distortion and audible‑frequency disturbances relevant to utilities and consultants responsible for defining requirements and evaluating supplier designs. It excludes filters intended for Power Line Carrier (PLC) and radio interference spectra.
Key Topics and Requirements
- Scope and responsibilities: Defines boundaries between customer and contractor, scope of studies and supply, and required technical data from bidders.
- Permissible distortion limits: Guidance on voltage distortion, interharmonics, telephone interference and special criteria for HV/EHV network equipment.
- Harmonic generation: Treatment of converter harmonic sources under idealized and realistic conditions, sensitivity to operating factors (control angle, overlap, asymmetry).
- Filter arrangements: Overview and comparison of conventional AC filter types - single, double and triple tuned filters, and damped filters - with pros/cons and selection guidance.
- Filter performance calculation: Methodology for computing converter harmonic currents, filter impedances, network interactions, detuning/tolerance effects and rating of filter equipment.
- Network modelling tools: Use of impedance envelopes, sector and circle diagrams, and discrete polygons for AC network impedance representation in performance studies.
- Operational aspects: Filter switching strategies, reactive power management, bank sizing, outage impacts, probability and flexibility in compliance.
- Practical parameters: Customer-specified AC system data (voltage, unbalance, short-circuit level), environmental conditions and installation considerations.
- Additions in this edition: Expanded clauses and annexes including definitions for telephone interference and material on voltage‑sourced converters (VSC) as they affect filter design.
Applications and Users
This TR is primarily used by:
- Utilities and transmission owners drafting specifications for new HVDC projects.
- Consultants and system planners performing harmonic and filter performance studies.
- Project contractors and suppliers preparing proposals and designing AC harmonic filters. Practical uses include specifying filter type and ratings, evaluating harmonic compliance, modelling AC network interactions, planning filter switching and reactive compensation, and assessing impacts of outages or detuning.
