This International Standard provides guidance for the content and drafting of a technical specification in order to ensure that all technical requirements of a product, process or service are included and can be verified as complying with specified performance requirements, such as may be specified in a functional specification (see ISO 13879). A technical specification may not be necessary for a known standard product, process or service manufactured/ supplied to a recognized standard.
Abstract
Overview
ISO 13880:1999 - Petroleum and natural gas industries - Content and drafting of a technical specification - provides guidance for preparing clear, verifiable technical specifications for products, processes or services used in the oil & gas sector. It explains how a technical specification relates to a functional specification (see ISO 13879) and when a separate technical specification is necessary (not required for known standard products).
Key topics and requirements
- Scope and purpose: Ensure all technical requirements needed to meet functional performance are included and verifiable.
- Structure and format: Use a consistent, verifiable format with uniform terminology; follow ISO/IEC Directives Part 3 recommendations on terminology, units and graphical symbols.
- Document elements:
- Preliminary elements: title page, contents, foreword, introduction.
- General normative elements: title, scope, normative references.
- Technical normative elements: terms/definitions, symbols/abbreviations, technical requirements, sampling, test methods, classification, marking/packaging, operating environment, ergonomics, safety/environment, normative annexes.
- Supplementary elements: informative annexes, FAQs (Annex A).
- Technical requirements: Define physical/technical characteristics, limiting values, acceptance criteria and reference test methods. Distinguish normative requirements from informative guidance.
- Test methods: Provide reproducible procedures and identify type, routine or sampling tests. Recommended test-method structure: principle; reagents/materials; apparatus; sample preparation; procedure; expression of results and precision; test report.
- Supporting documents: Normative references may include functional specifications, drawings, material/manufacturing/inspection plans, performance sheets, design review and test reports.
Practical applications
ISO 13880 is used to:
- Draft or review technical specifications for procurement and contract documents in oil & gas projects.
- Translate functional requirements into verifiable manufacturing, inspection and test criteria.
- Define acceptance criteria and test methods for fabrication, installation and commissioning.
- Standardize documentation across engineering, quality assurance, procurement and suppliers.
Who should use it
- Procurement specialists and contract authors in petroleum and natural gas projects
- Design and project engineers converting functional specs into technical specs
- QA/QC, inspection and testing teams preparing inspection plans and routine/type test procedures
- Suppliers and manufacturers preparing deliverables to meet contractual technical requirements
