This document identifies the essential welding quality related tasks and responsibilities included in welding coordination. The principle of an assessment according to this document is that welding coordination personnel need to be competent in the welding-related tasks allocated to them. It is presumed that welding coordination personnel have the necessary education, qualifications and experience and are appointed by the manufacturer. Regulatory documents, application standards and contracts can give specific requirements for welding coordination personnel. Otherwise, it is the responsibility of the manufacturer to determine the requirements to be in compliance with this document.
Abstract
Overview
ISO 14731:2019 - "Welding coordination - Tasks and responsibilities" defines the essential welding quality tasks, role descriptions and competency expectations for personnel performing welding coordination. It clarifies that the manufacturer is responsible for appointing competent welding coordination personnel, specifying tasks and setting the extent of authorization. The standard supports consistent oversight of welding activities (planning, execution, supervision and inspection) and provides guidance for assessment and allocation of welding-related responsibilities.
Key topics and requirements
- Scope and responsibility
- Identifies welding coordination tasks and makes clear that responsibility for compliance rests with the manufacturer.
- Task allocation
- Annex B serves as a guide to select and assign welding quality related tasks (specification, control, inspection, checking, witnessing).
- Job descriptions
- Job descriptions must document assigned tasks, responsibilities and extent of authorization (including signature authority for technical/administrative documents).
- Competence and assessment
- Competence combines knowledge, skills and experience. Annex A provides guidance on assessing welding coordination personnel.
- Competency levels
- Three competency levels are defined: Comprehensive, Specific, and Basic, matched to production complexity and criticality.
- Subcontracting
- If welding coordination is subcontracted, tasks and responsibilities must be documented; ultimate compliance remains the manufacturer’s responsibility.
- Reference framework
- Normative references include ISO 3834 (quality requirements for fusion welding) and ISO/TR 25901‑1 (welding terminology).
Practical applications and who uses it
ISO 14731:2019 is used to:
- Create or update job descriptions and hiring criteria for welding coordinators.
- Define responsibilities and authorization limits for quality managers, welding supervisors, and welding engineers.
- Support manufacturers, fabricators and contractors in demonstrating that welding coordination personnel are competent for safety‑ and quality‑critical welds.
- Guide procurement, contracting and subcontracting arrangements to ensure welding coordination tasks are assigned and assessed.
- Provide auditors and third‑party inspectors with criteria to evaluate welding coordination arrangements and personnel competence.
Typical users:
- Manufacturers with in‑house welding production (shop or on‑site)
- Welding coordinators and supervisors
- Quality assurance/management teams
- Certification bodies and inspectors
- Contractors and project managers procuring welded fabrications
