Overview
ISO 14946:2021 specifies what is included in the maximum load of small craft and sets requirements for seating and occupancy areas without exceeding limits imposed by other ISO standards for stability, freeboard, and flotation. Personal watercraft are excluded. The standard clarifies manufacturer declarations (maximum recommended load), the builder's plate entry, and the information required in the owner's manual.

- Manufacturer's maximum recommended load (ML): Determined in accordance with stability, freeboard, buoyancy and flotation requirements for the craft's design category; it can be downrated for safety or by other standards.
- Builder's plate maximum load (m_MBP): The value shown on the builder's plate excludes the weight of contents of fixed tanks (items specified above under permanently installed tanks and ballast).
- Owner's manual: Must state the maximum recommended number of persons and the builder's plate maximum load as required by Clauses 4 and 7.
