This document: — describes and specifies globally unique addresses and identifiers (ITS-S object identifiers) that are both internal and external to ITS stations and are used for ITS station management; — describes how ITS-S object identifiers and related technical parameters are used for classification, registration and management of ITS applications and ITS application classes; — describes how ITS-S object identifiers are used in the ITS communication protocol stack; — introduces an organizational framework for registration and management of ITS-S objects; — defines and specifies management procedures at a high functional level; — specifies an ASN.1 module for the identifiers, addresses and registry records identified in this document; and — specifies an ASN.1 module for a C-ITS data dictionary containing ASN.1 type definitions of general interest. This document is based on the architecture of an ITS station specified in ISO 21217 as a bounded secured managed domain (BSMD).
Abstract
Overview
ISO 17419:2025 - Intelligent transport systems - Globally unique identification defines a framework for globally unique addresses and identifiers used across Intelligent Transport Systems (ITS). The standard specifies ITS-S object identifiers (both internal and external to ITS stations), how they are applied in ITS station management, and how they integrate into the ITS communication protocol stack. It also introduces an organizational framework for registration, certification and management of ITS objects and provides ASN.1 modules for identifier/address records and a C-ITS data dictionary.
Keywords: ISO 17419:2025, intelligent transport systems, globally unique identification, ITS-S object identifiers, ASN.1, C-ITS data dictionary, ITS station.
Key topics and technical requirements
- Global identifiers and addressing
- Definition and use of globally unique ITS-S object identifiers for addressing and management inside and outside ITS stations.
- Classification, registration and management
- Rules for classifying ITS applications and ITS application classes and for registering related technical parameters and registry records.
- Protocol stack integration
- Guidance on using ITS-S object identifiers within the ITS communication protocol stack and addressing layers.
- Organizational framework
- High-level specification of registries, registration processes, certification and management responsibilities for ITS objects and applications.
- Security and PKI considerations
- Discussion of PKI architecture, credential issuance and secure operation of ITS-S components (including ITS-SCU credentials and certificates for real-time operation).
- ASN.1 modules
- Formal ASN.1 module(s) for identifiers, addresses, registry records and a C-ITS data dictionary containing ASN.1 type definitions of general interest.
- Architectural grounding
- Based on the ITS station architecture in ISO 21217 and the concept of a bounded secured managed domain (BSMD).
Practical applications and who uses this standard
ISO 17419:2025 is intended for organizations implementing, operating or regulating ITS ecosystems:
- System and protocol architects - to design addressing schemes and integrate unique IDs into protocol stacks.
- Equipment manufacturers and suppliers - for consistent identifier assignment, certification and registry compliance.
- Software developers and integrators - to implement ASN.1-defined identifiers and use the C-ITS data dictionary.
- Certification bodies and registries - to establish registration, credential issuance and management procedures.
- Transport authorities and policy makers - to define regional policies, regulatory regions and management responsibilities.
Practical uses include registry setup, device and application certification, secure credential issuance, interoperable addressing for V2X/C-ITS deployments, and standardizing data types across ITS implementations.
Related standards
- ISO 21217 (ITS station architecture) - provides the ITS station architecture and BSMD concept on which ISO 17419:2025 is based.
- Other ITS communication and security standards (refer to normative references in ISO 17419:2025) for integration with PKI, protocol identifiers and registry coordination.
