ISO 17516:2014 is applicable for all cosmetics and assists interested parties in the assessment of the microbiological quality of the products. Microbiological testing does not need to be performed on those products considered to be microbiologically low risk.

ISO 17516:2014 - Cosmetics - Microbiology - Microbiological limits provides a framework for assessing the microbiological quality of finished cosmetic products. It sets quantitative and qualitative microbiological limits to help manufacturers, testing laboratories and regulators determine when a product meets acceptable microbial quality. The standard clarifies that cosmetic products are not required to be sterile but must not contain excessive or specified harmful microorganisms that could affect product quality or consumer safety. It also recognizes that microbiological testing may be unnecessary for products identified as microbiologically low risk (see ISO 29621).
