This document describes a method for measuring 238Pu and 239 + 240 isotopes in soil by alpha spectrometry samples using chemical separation techniques. The method can be used for any type of environmental study or monitoring. These techniques can also be used for measurements of very low levels of activity, one or two orders of magnitude less than the level of natural alpha-emitting radionuclides. The test methods described in this document can also be used to measure the radionuclides in sludge, sediment, construction material and products following proper sampling procedure[2][3][4][5][7][8]. The mass of the test portion required depends on the assumed activity of the sample and the desired detection limit. In practice, it can range from 0,1 g to 100 g of the test sample.
Abstract
Overview
ISO 18589-4:2019 specifies a laboratory test method for measuring plutonium isotopes - plutonium‑238 (238Pu) and plutonium‑239 + 240 (239+240Pu) - in soil using alpha spectrometry following chemical separation. Published in 2019 (second edition), it provides validated procedures for desorption, chemical separation, source preparation and measurement, and for expressing results with associated uncertainty. The method is suitable for environmental monitoring and studies and can reach activity levels one to two orders of magnitude below natural alpha‑emitting radionuclides.
Key technical topics and requirements
- Scope and matrices: Primary focus on soil; procedures are also applicable (with proper sampling) to sludge, sediment, construction materials and products.
- Sample mass: Test portion depends on expected activity and detection limit - typically 0.1 g to 100 g.
- Analytical principle: Chemical separation of Pu followed by alpha spectrometry measurement.
- Sample processing steps:
- Plutonium desorption from soil particles
- Chemical separation (multiple options documented)
- Source preparation for alpha counting (electro‑deposition or co‑precipitation)
- Background determination and measurement
- Separation methods and annexes: Informative annexes describe separation by organic solvent, anionic resins, specific resins, and detailed procedures for electro‑deposition and co‑precipitation.
- Reporting and quality metrics:
- Calculation of activity per unit mass
- Standard uncertainty, decision threshold, detection limit and confidence limits
- Test reporting requirements to support traceability and comparability
- Quality system context: Intended for use within an ISO/IEC 17025 quality management framework.
Practical applications and users
Who uses ISO 18589-4:2019:
- Environmental testing laboratories performing radionuclide analysis
- Regulatory bodies and monitoring agencies tracking plutonium contamination
- Nuclear site operators (routine monitoring, decommissioning)
- Remediation contractors and environmental consultants
- Research institutions studying fallout, dispersion or long‑term deposition
Practical applications:
- Baseline and post‑incident environmental monitoring for plutonium isotopes
- Site characterization for remediation and compliance
- Interlaboratory comparisons and accreditation testing
- Low‑level plutonium detection for ecological or public‑health assessments
