Overview
ISO 21508:2018 - Earned value management in project and programme management provides guidance for implementing earned value management (EVM) as a performance measurement method. It applies to any organization (public or private), any sector and projects or programmes of any size, complexity or duration. The standard defines terms, describes the purpose and benefits of EVM, explains how EVM integrates with project/programme management, outlines process steps and sets basic requirements for an EVM system. It does not mandate specific tools, methods or software.
Key topics and requirements
- Definitions and core metrics: clear terminology for earned value (EV), planned value (PV), actual cost (AC), budget at completion (BAC), estimate to complete (ETC) and related abbreviations.
- Purpose and benefits: objective measurement, forecasting (EAC), consistent reporting and decision support for budget, schedule and performance.
- EVM system guidelines: requirements for a consistent performance measurement baseline (PMB), time‑phased budgets, documentation of processes, controlled baseline change procedures, and authorized users.
- Process steps: structured sequence from scope decomposition (WBS), assigning responsibility, scheduling, developing time‑phased budget, assigning objective performance measures, setting the PMB, authorizing and performing work, collecting/reporting data, analyzing performance, taking corrective action and maintaining the baseline.
- System review and governance: guidance on integrated baseline review (IBR), demonstration reviews and ongoing surveillance to validate the PMB and EVM data.
- Analytical annexes: Annex A (cost & schedule performance analysis), Annex B (earned schedule and schedule analysis), Annex C (integration of EVM with other project/programme processes) including commonly used formulae and interpretations.
- Non‑prescriptive: focuses on what to achieve (requirements and concepts) rather than prescribing specific tools or implementation techniques.
Practical applications and users
ISO 21508:2018 is used to:
- Implement or improve an EVM system for project control, forecasting and performance reporting.
- Standardize metrics for cross‑project comparison and organizational portfolio oversight.
- Support contract management, programme governance and stakeholder reporting with objective measures.
Typical users include:
- Executive sponsors and programme/project managers
- Project control offices (PMOs), planners and controllers
- Contract and procurement managers
- Organizations developing internal or national standards for project performance
