This document specifies the metrological and technical requirements for flowmeters intended to be used for the dynamic measurement of liquefied natural gas (LNG) and other refrigerated hydrocarbon fluids. For LNG static volume measurement used in custody transfer, see ISO 10976. This document sets the best practice for the proper selection and installation of flowmeters in cryogenic applications and identifies the specific issues that can affect the performance of the flowmeter in use. Moreover, it offers a calibration guideline for laboratory and on-site conditions (mass or volume) by either using LNG or other reference fluids. The choice of calibration fluid will depend on the capabilities of the available flow calibration facilities and the ability to achieve the required overall measurement uncertainty demanded by the intended application. This document is applicable, but is not limited, to the use of Coriolis and ultrasonic flowmeters for dynamic measurements of LNG. In principle, LNG and other refrigerated liquid hydrocarbons are considered in this document. Recommendations in this document are based on the available test results with LNG. These results are probably applicable to other cryogenic fluids.
Abstract
Overview
ISO 21903:2020 establishes comprehensive requirements and guidelines for the calibration and installation of flowmeters used in the dynamic measurement of liquefied natural gas (LNG) and other refrigerated hydrocarbon fluids. The document addresses both metrological and technical aspects to ensure accurate and reliable flow measurement in cryogenic environments. While the focus is on dynamic measurement applications-where fluids are in motion-this standard touches on issues critical to achieving low measurement uncertainty, such as flowmeter selection, installation best practices, process conditions, and calibration methods. ISO 21903:2020 applies to key flowmeter technologies, including Coriolis and ultrasonic flowmeters, and provides actionable recommendations grounded in industry best practices and available test data.
Key Topics
1. Flowmeter Selection
- Guidance on choosing between Coriolis mass flowmeters (CMFs) and ultrasonic flowmeters (USMs) based on application needs.
- Considerations include measurement type (mass or volume), pipeline diameter, pressure drop, space constraints, turndown ratio, and susceptibility to flow profile or mechanical vibrations.
- Recommendations for handling bi-directional flow and minimizing sensitivity to process changes.
2. Installation Practices
- Detailed procedures for the proper installation of flowmeters in cryogenic applications.
- Recommendations address minimizing temperature fluctuations, managing pipe stresses, and avoiding mechanical vibrations.
- Advice on maintaining proper straight pipe lengths (particularly for ultrasonic meters) and using flow conditioners to optimize accuracy.
3. Process Conditions
- Guidance on handling temperature effects, especially during loading/unloading procedures, to maintain single-phase cryogenic liquid flow and avoid errors from phase changes.
- Discussion of pressure effects and the importance of real-time correction, especially in high-pressure environments.
- Strategies to prevent mechanical vibrations and cavitation, both of which can impact measurement accuracy and meter longevity.
4. Calibration Guidelines
- Best practices for laboratory and on-site calibration using actual LNG or suitable reference fluids, depending on facility capabilities.
- Overview of the gravimetric and master meter calibration methods.
- Emphasis on maintaining traceability, achieving target measurement uncertainty, and verifying zero offset and adjustment procedures.
Applications
ISO 21903:2020 is vital for professionals involved in:
- LNG custody transfer, where measurement reliability is essential for trading and regulatory compliance.
- Cryogenic process control, enabling accurate monitoring and management of LNG and other refrigerated hydrocarbon fluids.
- Metering stations design, ensuring optimal flowmeter selection and installation for new or upgraded facilities.
- Quality assurance in LNG bunkering, distribution, and storage operations, minimizing financial risk and optimizing energy balances.
Industries such as natural gas processing, transportation (marine and road tanker operations), and downstream petrochemical production benefit from this standard’s practical application. Adherence to ISO 21903:2020 helps reduce measurement errors, increase safety, and build confidence in LNG and cryogenic fluid transactions.
