This document establishes a core model of project management for corpus annotation, to specify the work packages of project teams, required processes and deliverables. This document presents the necessary components for issues such as coordination, human training, reusability, software, quality control, licensing and copyright. However, it does not specify a methodology to solve such issues. This document gives guidance on what work packages and deliverables are required under the project in which workflows and processes deal with the following: — Integration and communication among work packages: This includes ensuring that all work packages are well-coordinated, particularly in terms of the adoption of broader annotation standards and integration with ontologies to enhance interoperability. Effective communication across work packages is crucial for the seamless sharing of annotated documents with other projects. — Human resource management and interrater reliability: This covers the management of human resources, focusing on training and qualification, as well as the implementation of interrater reliability practices. These practices include training, testing and the use of appropriate tools to ensure consistency across annotations. — Annotation guideline management and software utilization: This involves managing the guidelines for annotation tasks and utilizing annotation software and tools, particularly in environments leveraging artificial intelligence (AI) and machine learning (ML) techniques. — Quality control, data validation and structured documentation: This encompasses the processes for quality control and validation of annotation results, alongside the need for structured documentation and ongoing curation. This ensures that annotated documents remain accurate, relevant and usable over the long term. — Licensing, copyrights and metadata management: This focuses on documenting licences and copyrights, providing metadata to manage the sharing of resources. It is particularly important in areas with copyright restrictions or licensing concerns, ensuring that data subsets can be appropriately managed and shared.
Abstract
Overview
ISO 24635-1:2025 - Language resource management - Corpus annotation project management - Part 1: Core model - defines a core project-management model for corpus annotation projects. It specifies required work packages, project roles, processes and deliverables to ensure interoperable, reusable and high-quality annotated corpora. The standard addresses coordination, human training, software use, quality control, licensing and metadata management, but intentionally does not prescribe specific annotation methodologies.
Key topics and requirements
- Project organization & roles: Defines typical roles (project manager, technical manager, work-package manager, process leader, team members) and their responsibilities for annotation projects.
- Work packages & deliverables: Specifies the work packages that form the project structure and the verifiable deliverables expected from each package.
- Project management process groups: Aligns with standard process groups (initiating, planning, executing, monitoring & controlling, closing) to structure annotation workflows.
- Integration & interoperability: Emphasizes coordination among work packages, adoption of broader annotation standards and ontology integration to support resource sharing and interoperability.
- Human resources & interrater reliability: Requires training, qualification tracking, testing and interrater reliability practices to ensure consistent annotations.
- Annotation guidelines & software: Calls for clear guideline management and proper use of annotation tools - including considerations for AI/ML-assisted annotation environments.
- Quality control & validation: Outlines the need for systematic quality control, data validation, structured documentation and ongoing curation to maintain long-term usability.
- Licensing, copyright & metadata: Stresses documentation of licences and copyrights, and metadata practices to enable lawful sharing and selective distribution of annotated subsets.
Practical applications and who uses it
ISO 24635-1:2025 is valuable for:
- NLP and AI/ML teams building training datasets and evaluation corpora.
- Corpus linguists, lexicographers and language resource managers coordinating annotation efforts.
- Project managers overseeing annotation projects who need a governance framework for roles, deliverables and quality.
- Data curators, archivists and legal teams managing licensing, metadata and long-term preservation.
- Academic and industry labs aiming for reproducible, interoperable annotated resources for research, benchmarking or commercial models.
By applying this core model, teams can improve annotation consistency, accelerate integration with downstream tools, and reduce legal and quality risks when sharing corpora.
