This document establishes — the operation categories, — the design categories; — the fire safety objectives, and — the general requirements for fire protection measures. This document applies only to railway vehicles defined in ISO 25711. Freight transportation vehicles are not covered by the ISO 9828 series.

ISO 9828-1:2025 sets out the general framework for fire protection on railway vehicles. It establishes the Operation Categories, Design Categories, high-level fire safety objectives, and the general requirements that apply across the ISO 9828 series. The standard applies to railway vehicles defined in ISO 25711 and explicitly excludes freight transportation vehicles.
