This document specifies the action spectrum for photocarcinogenesis of non-melanoma skin cancers.
Abstract
Overview
ISO/CIE 28077:2024 - Photocarcinogenesis action spectrum (non‑melanoma skin cancers) specifies a standardized action spectrum (spectral weighting function) for ultraviolet radiation (UVR)–induced photocarcinogenesis leading to non‑melanoma skin cancers. Prepared by CIE Technical Committee 6‑32 in cooperation with ISO/TC 274, this third edition updates the 2016 version and provides tabulated and graphical effectiveness values used to relate wavelength‑dependent UV exposure to carcinogenic risk.
Key topics
- Scope: Defines the action spectrum for photocarcinogenesis of non‑melanoma skin cancers (squamous and basal cell types).
- Basis of the spectrum: Derived primarily from experimental mouse data (SCUP‑m) and adjusted for human epidermal transmission (SCUP‑h) because direct human spectral data are limited.
- Wavelength range and limits: Effectiveness values are provided from 250 nm to 400 nm; the document notes experimental data are insufficient to specify effectiveness above 400 nm.
- Tabulated and graphical values: Table 1 and Figure 1 present decimal and exponential effectiveness values by wavelength to enable spectral weighting calculations.
- Uncertainties and caveats: The UV‑A1 region (340–400 nm) carries larger uncertainties (notably around 350–390 nm). Historical background and rationale for adjustments and conservative flattening in some UV‑A features are recorded in Annex A.
- Normative reference: CIE S 017/E (International Lighting Vocabulary) for relevant terms and definitions.
Applications
ISO/CIE 28077:2024 is intended for professionals and organizations needing an evidence‑based spectral weighting for UV carcinogenic risk assessment and related technical work:
- Regulators and public health authorities - developing exposure guidelines, risk assessments and policy on solar/occupational UVR.
- Researchers and photobiologists - quantifying wavelength‑dependent tumour risk in studies and models.
- Lighting and lamp manufacturers - evaluating UV emissions from artificial sources against carcinogenic effectiveness.
- Occupational safety and environmental scientists - assessing worker or public exposure to UVR and effects of ozone or environmental changes.
- Dermatology and cosmetic testing labs - interpreting UV exposure risks for sunscreens, phototherapy devices, and protective measures.
