Overview
ISO/TR 11766:2010 is a Technical Report that reviews lawful interception (LI) security considerations for Intelligent Transport Systems (ITS) using the Communications Access for Land Mobiles (CALM) framework. It focuses on how LI obligations apply to CALM deployments and to ITS services delivered in the IPv6 domain. As an informative report (no conformance requirements), it maps LI concepts and interfaces from telecommunications standards into the CALM/ITS environment.
Key topics and technical requirements
- Scope and purpose
- Reviews ITS landscape and LI provisions applicable to CSPs (communication service providers) operating ECNs/ECSs in CALM/ITS.
- Addresses the IPv6 domain as served by CALM.
- Handover domain capabilities
- Recommends using existing handover interfaces (for example, ETSI ES 201 671 for ISDN handover or ETSI TS 102 232‑1 for packet‑switched/IP handover) or LEA‑specified interfaces for delivering intercepted material.
- Interception domain architecture
- Adopts ETSI interception models (ETSI ES 201 158, ETSI TR 102 528) and maps them to CALM.
- Defines internal intercept functions: IRI‑IIF (signalling intercept), CC‑IIF (content intercept) and CCTF (content trigger/control).
- Specifies internal interfaces: INI1/INI2/INI3, CCTI, CCCI and their roles in provisioning, signalling and content transfer.
- Point of interception (PoI)
- Identifies that PoIs in CALM are routing nodes (vehicles acting as routers, roadside beacons, concentrators, core breakout points). Non‑routing endpoints are not intended as PoIs.
- Operational rules
- LI services are to be activated on valid LEA orders, invoked on communications involving a target, and must not alter normal service behaviour.
- Handover records and formats
- Handover interfaces consist of HI1 (control/provisioning), HI2 (signalling/IRI records) and HI3 (content). HI2 record types include IRI_Begin, IRI_Continue, IRI_End, IRI_Report.
Applications and who uses this standard
- Communication service providers (CSPs) and network operators planning CALM/ITS deployments to ensure compliance with LI obligations.
- ITS system architects and vendors integrating CALM with IPv6 services and designing PoIs and interception-capable routing nodes.
- Law enforcement agencies (LEAs) and regulators for understanding how intercepted material can be provisioned and handed over in ITS contexts.
- Security and compliance teams assessing legal and technical impacts of LI on ITS deployments.
