This document aims to promote ITS web services interoperability. Historically, web services interoperability evolved through activities shown in Figure 2. Applying the first two steps properly is the key to interoperability. This document focuses on the following topics: — WS-policy language; — domain specific policy metadata: — WS-Aaddressing policy metadata; — WS-ReliableMessaging policy metadata; — WS-Security Policy metadata; — SOAP Message transmission optimization Policy; — other policies.
Abstract
Overview
ISO/TR 24097-3:2019 - "Intelligent transport systems - Using web services (machine-machine delivery) for ITS service delivery - Part 3: Quality of service" defines guidance to promote interoperability of ITS web services by specifying Quality of Service (QoS) metadata and the use of web-service policy languages. The technical report frames QoS metadata as the complement to interface metadata (WSDL) and focuses on domain‑specific policy metadata that forms the technical contract between ITS service providers and consumers.
Key topics and technical requirements
- WS-Policy language and usage
- Guidance on using WS-Policy (1.5) to express QoS requirements, author policies, combine multiple policies and attach policies to WSDL constructs.
- Concepts covered include policy assertions, policy subjects, policy scope and policy attachment points.
- Domain-specific policy metadata
- WS-Addressing policy metadata: messaging metadata and Message Addressing Properties (MAPs) for endpoints and EPRs.
- WS-ReliableMessaging policy metadata: assertions for reliable delivery and related policy constructs.
- WS-SecurityPolicy (WSSP): security bindings, token assertions, cryptographic algorithm/key length considerations, and validation of security policy documents.
- MTOM / SOAP message transmission optimization policy: assertions for SOAP message serialization and transmission efficiency.
- Other relevant WS-* policies and SOAP usage assertions.
- Notation, namespaces and conventions
- Namespace and prefix conventions (SOAP 1.1/1.2, WSDL, WS-Policy, WSSP, etc.) and pseudo-schema notation to ensure consistency across ITS implementations.
- Supporting topics
- Metadata versioning, QoS standards overview, examples, and security considerations relevant to ITS web services.
Practical applications
- Define interoperable QoS contracts for ITS web services (security, addressing, reliable messaging, and message optimization).
- Enable automated tooling and lifecycle support by encoding QoS metadata alongside WSDL interface descriptions.
- Help ITS integrators and architects design cross‑domain service coordination (e.g., tolling, traffic management, multi‑stakeholder services) across heterogeneous platforms.
- Provide implementers clear policy‑level guidance to achieve consistent message protection, reliable delivery and efficient SOAP transmission.
Who should use this standard
- ITS architects and system integrators designing service‑oriented ITS solutions.
- Software developers and middleware engineers implementing web services for ITS.
- Security engineers responsible for applying WS‑SecurityPolicy assertions.
- Standards bodies and conformance testing teams evaluating ITS web service interoperability.
