This new third version of EN 300 239 is a rework of ECMA-165 (4th edition). This rework will introduce (beside smaller editorial and technical changes) a new Annex for the purpose of APDU segmentation which enables the transport of QSIG APDUs which extceed the maximum length transportable within a Facility Information Element between entities acting on behalf of the two ends of a connection through a PISN.
Abstract
Overview
SIST EN 300 239 V1.3.1:2005 is a European standard developed for Private Integrated Services Network (PISN) systems, focusing on the inter-exchange signalling protocol necessary to support supplementary services. This standard, a modified endorsement of ISO/IEC 11582 (2002), addresses the generic functional protocol layer-commonly known as QSIG-used between interconnected private exchanges (PINXs) in private telecommunication networks. The latest version introduces editorial and technical updates, notably a new annex for APDU segmentation, enhancing the ability to transport Application Protocol Data Units (APDUs) that exceed the limitations typically found in QSIG environments.
By aligning with key Integrated Services Digital Network (ISDN) principles and the Open Systems Interconnection (OSI) framework, SIST EN 300 239 V1.3.1 ensures interoperability, flexibility, and reliable implementation of supplementary calling features within organizational telecommunications infrastructures.
Key Topics
-
Supplementary Services Support Defines the protocol mechanisms required for enhanced features such as call forwarding, call barring, and conference calling within PISNs.
-
QSIG Protocol Implementation Details the generic functional protocol, widely recognized as QSIG, for transparent, standards-based interconnection between PINXs.
-
APDU Segmentation Introduces revised guidance, via a new annex, for segmenting long Application Protocol Data Units, allowing reliable transmission beyond standard facility information element size restrictions.
-
Standards Alignment and OSI Conformance Incorporates and modifies international and European standards, ensuring compatibility with global and regional telecommunication frameworks.
-
Editorial and Technical Updates Reflects improved clarity and technology adaptation through minor editorial and technical revisions, ensuring the protocol remains current with evolving networking requirements.
Applications
The practical applications of SIST EN 300 239 V1.3.1 span modern enterprise telephony environments where robust, feature-rich private networking is essential:
-
Enterprise PBX Interconnection Supports integration of multiple Private Branch Exchanges (PBXs) within large organizations, realizing consistent supplementary service behaviors across all company locations.
-
Multi-Site Communication Enables seamless supplementary services for users traveling or operating across different sites, preserving productivity and user experience.
-
Advanced Telephony Services Facilitates the deployment of enhanced calling features vital for modern business operations, such as call transfer, call waiting, and group communication capabilities.
-
Network Migration and Scalability Provides a framework compatible with both legacy and next-generation systems, easing transitions and supporting future network growth.
