This document specifies safety requirements and measures for the verification of the design and construction of hand-held, integrally-driven combustion engine hedge trimmers (hereafter referred to as "hedge trimmers") designed to be used by a single operator for trimming hedges and bushes while utilizing one or more linear reciprocating cutter blades. This document is also applicable to "split-boom" type hedge trimmers and to multi-purpose machines when configured as a hedge trimmer. It establishes methods for the elimination or reduction of hazards arising from the use of the hedge trimmers. In addition, it specifies the type of information to be provided by the manufacturer on safe working practices. This document deals with all significant hazards, hazardous situations and events relevant to powered hand-held hedge trimmers when they are used as intended and under the conditions of misuse that are reasonably foreseeable by the manufacturer (see Clause 4). This document is not applicable to hedge trimmers with an engine displacement over 80 cm3, nor is it applicable to hedge trimmers manufactured before the date of its publication.
Abstract
Overview
EN ISO 10517:2019 - Powered hand-held hedge trimmers - Safety - is the CEN-adopted version of ISO 10517:2019. It specifies safety requirements, verification methods and manufacturer information for hand-held, integrally-driven combustion-engine hedge trimmers (including split‑boom types and multi‑purpose machines when configured as hedge trimmers). The standard covers hazards arising in normal use and reasonably foreseeable misuse. It does not apply to hedge trimmers with engine displacement over 80 cm³, nor to products made before publication.
Key Topics
This standard addresses the full design-to-information safety lifecycle for powered hand‑held hedge trimmers. Major technical topics and required verifications include:
- Handles and hand protection - ergonomic and strength requirements for handles, shoulder harnesses and protection against contact with moving blades.
- Cutting device safety - blade design, blunt extensions, cutting‑device covers and accessories; requirements to reduce risk from reciprocating linear blades.
- Blade stopping time - mandated assessment of how quickly blades stop after engine stop or control release.
- Starting, idling and controls - safe starting procedures, throttle control, engine‑stop functionality and control marking.
- Power-driven parts protection - guarding of drive components to prevent entanglement and contact.
- Heat, fuel and exhaust - requirements and test methods for heat protection, fuel‑tank integrity and safe exhaust routing.
- Ignition/electrical - requirements and tests for ignition system safety.
- Vibration and noise - measures for reduction by design, measurement methods and information for users.
- Information for use - instructions, marking, warnings and label tests (wipe resistance, adhesion) to ensure durability and clarity.
The document includes a list of significant hazards, test methods, informative annexes (safety instructions and pictorials) and Annex ZA linking the standard to EU Directive 2006/42/EC (Machinery Directive).
Applications
EN ISO 10517:2019 is used to:
- Guide product design and risk reduction for manufacturers of powered hand‑held hedge trimmers.
- Support conformity assessment and CE marking where the Machinery Directive applies (presumption of conformity when cited in the Official Journal).
- Define test protocols for independent test laboratories and compliance bodies.
- Inform procurement specifications, safety officers and maintenance teams on expected safety features and labelling.
- Help technical writers prepare compliant user manuals, warnings and maintenance instructions.
Target users: manufacturers, design engineers, regulatory compliance teams, test laboratories, safety managers, and purchasing professionals in horticultural equipment.
Related Standards
- EU Directive 2006/42/EC (Machinery Directive) - Annex ZA provides the relationship to essential requirements.
- CEN Guide 414 - referenced for hazard/essential requirements mapping.
- EN ISO 10517:2009 - superseded by the 2019 edition.
