This document establishes a common methodology for the quantification and reporting of greenhouse gas (GHG) emissions arising from the operation of transport chains of passengers and freight.

Overview

Key technical topics and requirements

Scope and system boundaries: Defines which transport operations and hub processes are included, optional processes, and application of cut-off criteria.
Quantification principles: Guidance on converting energy carrier data (fuel, electricity, refrigerants, leaks) into GHG emissions using global warming potential and appropriate emission factors.
Activity calculation: Methods for calculating transport activity distances (actual, or straight/fixed distance when appropriate) and use of a Distance Adjustment Factor (DAF) when activity distance is unavailable.
Data hierarchy and quality: Preference order for data sources - primary data for transport operations, then modeled/secondary data, and default values when necessary.
Allocation rules: Procedures to allocate emissions when passengers and freight share vehicles, and optional differentiation by passenger travel class.
Reporting metrics: Reporting at organizational, transport chain, or transport chain element levels; required outputs include total GHG emissions, vehicle/hub use emissions, energy consumption and emission intensities.
Optional elements: Guidance for optional quantification of black carbon and handling of carbon offsetting/GHG trading within results.
Terminology alignment: Updates over EN 16258 - e.g., TTW/WTT/WTW terms mapped to vehicle use, vehicle energy provision and total.
