ISO 16091:2002 describes the set of management requirements needed to identify and provide logistic support, so the customer can operate and maintain a product in its operational environment for the expected lifetime. These requirements also aim, throughout the product life cycle, at implementing everything pertinent to the control of the risks considered as critical regarding the operational objectives. The management requirements are applicable to those activities necessary to design, develop, deliver, deploy and manage an organized and structured set of materials and software, services, processes and information dedicated to support the system throughout its life cycle. ISO 16091:2002 specifies management, studies, production activities, information management processes and tasks to meet the customer's need for logistic support. When viewed from the perspective of a specific programme or project context, the requirements defined in ISO 16091:2002 should be tailored to match the genuine requirements of a particular profile and circumstances of a programme or project.
Abstract
Overview - What EN ISO 16091:2002 covers
EN ISO 16091:2002 (ISO 16091:2002) defines management-level requirements for Integrated Logistic Support (ILS) applied to space systems. The standard describes the set of management activities needed to identify, plan and provide logistic support so a customer can operate and maintain a product in its operational environment for its expected life. It emphasizes life‑cycle coordination, control of critical operational risks, and tailoring of requirements to individual programmes or projects.
Keywords: Integrated Logistic Support, ILS, space systems, ISO 16091, EN ISO 16091:2002, logistic support, life cycle.
Key topics and technical requirements
- ILS fundamentals and project context: integration of supportability and availability requirements into system design and programme planning.
- Management requirements for ILS: defining objectives, risk control, concurrent development, validation, customer participation, integration/synchronization and appropriate phasing.
- Logistic support analysis (LSA): identification of support elements, assessment of resources, evaluation of alternatives, technology impact, and validation/testing of support solutions.
- Support element definition and production: plans for provisioning, support equipment, facilities, packaging/transport, software support, technical assistance, manpower and training.
- Information management: integration of logistic support into document/data management, definition of logistic data items, validated data, data flow/control, performance reporting and information system requirements.
- Reporting and lessons learned: overall project reports, project review reports and lessons-learned outputs to feed continuous improvement.
The standard mandates tailoring: requirements should be adapted to the genuine profile and circumstances of a specific programme or project.
Practical applications and who uses it
- Space system prime contractors and subsystem suppliers using EN ISO 16091:2002 to structure logistic support programs and bid responses.
- Project managers and systems engineers for planning supportability, availability, maintenance strategies, provisioning and training.
- Logistics and sustainment teams developing support equipment, spares provisioning plans and ground support facilities.
- Customers (space agencies, operators) using the standard to define logistic requirements, acceptance criteria and to control operational risk across the life cycle.
Benefits
- Improves coordination of support activities across design, production, deployment and operations.
- Reduces life‑cycle cost and operational risk by early integration of supportability and availability requirements.
- Supports traceable, validated logistic data and consistent reporting.
Related standards
- ISO/TC 20 space systems work and CEN/ECSS guidance on space project management and supportability. Organizations often apply EN ISO 16091 alongside ECSS and other space systems standards for comprehensive life‑cycle governance.
