This document specifies requirements for single-use sharps containers intended to hold potentially hazardous sharps medical waste with or without sharps protection features, e.g. scalpel blades, trocars, hypodermic needles and syringes. It is applicable to single-use sharps containers that are supplied complete by the manufacturer and to those that are supplied as components intended to be assembled by the user. It is not applicable to reusable sharps containers or to the outer containers used in the transportation of filled single-use sharps containers.
Abstract
Overview
EN ISO 23907-1:2019 - Sharps injury protection - Requirements and test methods - Part 1: Single-use sharps containers (ISO 23907-1:2019) specifies safety, construction and test requirements for single-use containers designed to hold potentially hazardous medical sharps (scalpel blades, trocars, hypodermic needles, syringes, etc.). It applies to containers supplied complete by the manufacturer or as components for user assembly. It does not apply to reusable sharps containers or the outer transport packaging for filled single-use containers. This edition (approved by CEN) updates and supersedes the 2012 version.
Key Topics and Requirements
The standard defines performance requirements and test methods focused on preventing sharps injuries and leakage:
- Construction & stability
- Container stability and optional secondary stabilizers to reduce toppling.
- Handle strength and secure attachment for safe handling.
- Aperture and closure
- Design requirements for apertures and permanent or temporary closure features (flaps, plugs, lids, slides).
- New requirements for permanent closures (cannot be reopened manually once activated).
- Resistance to penetration
- Minimum penetration force requirements (updated in 2019 - increased to a minimum of 16 N).
- Test apparatus and procedures to verify needle penetration resistance.
- Damage and leakage resistance
- Tests for resistance to damage/leakage after dropping and after toppling (including a new toppling spillage test).
- Fill line and labelling
- Requirements for a visible fill line indicating usable volume and for labelling, markings and instructions for safe use.
- Pocket collectors
- Small portable collectors (≤ 0.6 L) are recognized but excluded from certain requirements due to portability design constraints.
Applications and Who Uses This Standard
EN ISO 23907-1:2019 is primarily used by:
- Medical device manufacturers designing and validating single-use sharps containers.
- Product testing and quality assurance teams implementing required test methods (penetration, drop, toppling).
- Healthcare procurement and infection control departments specifying compliant sharps disposal solutions.
- Occupational safety professionals and regulators setting workplace requirements for safe sharps management.
- Designers of point‑of‑care devices where integrated sharps disposal is required.
Practical benefits include reduced sharps injuries, improved leak-resistance in clinical waste handling, and standardized criteria for supplier selection.
