Abstract
Overview
EN ISO 3691-3:2016/A1:2023 (CEN adoption of ISO 3691-3:2016/Amd 1:2023) is an amendment that updates safety requirements and verification for industrial trucks with an elevating operator position and trucks specifically designed to travel with elevated loads. Published March 2023 and endorsed by CEN, the amendment updates normative references, redefines key terms, and adds or clarifies technical requirements for platforms, guards, interlocks and braking. Note: through decision 429/2021 the work item was decoupled from EU legislation.

- Elevating operator position: Defined as an operator platform that can be elevated more than 1 200 mm from ground level (unladen).
- Guarding requirements: Elevated and fixed stand-on platforms above 1 200 mm must have mechanical guards (railings, gates) on all sides.
- Strength criteria: Mechanical guards shall withstand 900 N vertical downward and 900 N horizontal inward-to-outward forces at weakest locations, and must not open outwards.
- Supplementary platforms and defined walking surfaces: Rules for supplementary platforms (including pallets used as a walking surface) require positive engagement to prevent shifting; disposable pallets are not allowed when intended as a defined walking surface.
- Interlocks: If platform or walking-surface interlocks are fitted, elevating shall be disabled above 1 200 mm when the platform or walking surface is not detected. Gates/opening must disable elevating, lowering and travel when height ≥ 1 200 mm.
- Personal fall protection systems: Accepted alternative to interlocking gates in some cases; subject to regional requirements (see EN 16307-3:2023 and ISO/TS 3691-8:2019).
- Braking: For operations without guidance systems, braking performance shall conform to ISO 6292:2020, Table 2 or 3, group C. Travel above 9 km/h may be subject to additional regional requirements.
