ISO 4254-10:2009, to be used together with ISO 4254-1, specifies the safety requirements and their verification for the design and construction of rotary tedders, rotary rakes and rotary tedder–rakes, including rotary drum rakes, used by one person (the operator) only, having one or several powered rotors, mounted, semi-mounted, trailed or self-propelled. In addition, it specifies the type of information on safe working practices, including residual risks, to be provided by the manufacturer. ISO 4254-10:2009 is not applicable to: machines with ground‑driven tines or ground‑wheel–driven tines (e.g. sunflower rakes); parallel bar rakes; chain or endless belt type rakes; pedestrian‑controlled tedders and rakes; machines equipped with a pick-up device. ISO 4254-10:2009, taken together with ISO 4254-1, deals with all the significant hazards, hazardous situations and events relevant to rotary tedders, rotary rakes and rotary tedder–rakes when they are used as intended and under the conditions foreseen by the manufacturer, excepting the hazards arising from: the environment, other than noise; electromagnetic compatibility; vibration; overturning in regard to the protection of the operator at the driving station of a self-propelled machine; moving parts for power transmission except strength requirements for guards and barriers; safety and reliability of control systems.
Abstract
Overview
EN ISO 4254-10:2009 - titled Agricultural machinery - Safety - Part 10: Rotary tedders and rakes - is a CEN-adopted ISO standard that specifies safety requirements and verification measures for the design and construction of rotary tedders, rotary rakes and rotary tedder–rakes (including rotary drum rakes). It is intended to be used together with ISO 4254-1 (general requirements) and covers machines used by a single operator and mounted, semi‑mounted, trailed or self‑propelled. The standard supports conformity to EU machinery directives and provides guidance on manufacturer information for safe working practices and residual risks.
Key topics and requirements
- Scope and exclusions: Applies to powered-rotor tedders/rakes; does not apply to ground‑driven tine machines (e.g. sunflower rakes), parallel-bar rakes, chain/belt rakes, pedestrian‑controlled machines or machines with pickup devices.
- Design and construction safety: Requirements and verification procedures for mechanical integrity, guarding and structural strength.
- Protection from moving tines: Measures to prevent inadvertent contact with tines and tine arms (guarding, safe distances and layout).
- Controls and operator interfaces: Specifications for control layout, functions and markings to reduce misuse and operator error.
- Transport and storage safety: Requirements for swivel/movable components, storage position safety and drawbar/hitch design.
- Noise: Assessment and mitigation of noise hazards associated with rotary tedders and rakes.
- Verification and testing: Procedures for checking that safety requirements are met (including normative strength tests and stability considerations in annexes).
- Information for use: Mandatory instruction handbook content, marking and safety signs to communicate residual risks and safe working practices.
Practical applications and who uses it
- Manufacturers and designers: For developing rotary tedders/rakes that meet harmonized safety requirements and facilitate CE marking in Europe.
- Safety engineers and conformity assessors: To verify compliance, perform strength/noise testing and evaluate protective measures.
- Purchasers and fleet managers: To assess machine safety features and required operator information before procurement.
- Test laboratories and notified bodies: For evaluating machines against the standard’s verification clauses.
- Standards committees and regulators: For aligning national standards and inspection criteria with EN ISO 4254-10:2009.
