Abstract
Overview
EN ISO 5395-2:2013/A1:2016 is Amendment 1 to Part 2 of the international/European standard for garden equipment - safety requirements for combustion‑engine‑powered, pedestrian‑controlled lawnmowers. Published by CEN/ISO, the amendment updates requirements for operator presence control (OPC), cutting‑means impact behaviour, and pressurised hydraulic hoses. It is linked to EU Machinery Directive 2006/42/EC (Annex ZA) and supports presumption of conformity when cited in the Official Journal.
Key topics and technical requirements
-
Operator Presence Control (OPC)
- OPC devices must use “well‑tried” principles/components or proven design methods.
- OPC must require activation by the operator before starting the traction (where fitted) and cutting‑means drives; starting and OPC are separate functions.
- OPC must require sustained operator activation for continued operation and must automatically stop cutting‑means rotation and/or traction when released.
- Restart from a complete stop requires two separate distinct actions; activation of OPC must be one of them. If both actions are performed with the same hand they must be dissimilar to prevent accidental restart.
- Functional compliance is verified by functional test and inspection.
- Reference added to ISO 13849-1 (updated edition ISO 13849-1:2015) for safety‑related control system principles.
-
Pressurised hydraulic hoses
- Hoses with maximum working pressure > 5 000 kPa and located within 1 000 mm of the operator control zone must be located or shielded so a rupture cannot discharge fluid directly onto the operator in normal operating position.
- The same requirement applies to hoses with working pressure between 500 kPa and 5 000 kPa if the fluid temperature exceeds 50 °C (measured at 20 °C ± 5 °C ambient).
- Compliance checked by inspection and measurement.
-
Impact of the cutting means
- Lawn mowers must withstand a sudden impact to the cutting means in accordance with ISO 5395‑1:2013, Annex B.
- Test failure criteria include target penetration by any part, breakage of the cutting means, or detachment of the cutting means or its mounting arm/disc.
- Minor chipping or shearing device failure is not automatically a failure. The machine need not be operational after the test.
- Compliance verified by inspection and testing per ISO 5395‑1 Annex B.
Applications and who uses it
- Manufacturers and designers of pedestrian‑controlled lawnmowers and associated drive/control systems (safety design, product development).
- Compliance and safety engineers preparing documentation for CE marking and for conformity with Machinery Directive 2006/42/EC.
- Test laboratories and conformity assessment bodies conducting functional and impact tests.
- OEMs, suppliers of control components, hydraulic systems, and cutting units seeking to demonstrate product safety.
- Regulators, purchasing/specification teams and technical authors who reference harmonised standards.
Related standards
- EN/ISO 5395‑1 (general safety/ test methods) - referenced for impact testing (Annex B).
- ISO 13849‑1:2015 - safety‑related parts of control systems; referenced for guidance on OPC and reliability of safety components.
- EU Directive 2006/42/EC - Annex ZA links this standard to essential health and safety requirements.
