ISO 16000-1:2004 is intended to aid the planning of indoor pollution monitoring. Before a sampling strategy is devised for indoor air monitoring, it is necessary to clarify for what purposes, when, where, how often and over what periods of time monitoring is to be performed. The answers to these questions depend, in particular, on a number of special characteristics of the indoor environments, on the objective of the measurement and, finally, on the environment to be measured. ISO 16000-1:2004 deals with the significance of these factors and offers suggestions on how to develop a suitable sampling strategy. ISO 16000-1:2004 is applicable to indoor environments such as dwellings having living rooms, bedrooms, do-it-yourself rooms, recreation rooms and cellars, kitchens and bathrooms; workrooms or work places in buildings which are not subject to health and safety inspections in regard to air pollutants (for example, offices, sales premises); public buildings (for example hospitals, schools, kindergartens, sports halls, libraries, restaurants and bars, theatres, cinemas and other function rooms), and also cabins of vehicles.
Abstract
Overview
ISO 16000-1:2004 - "Indoor air - Part 1: General aspects of sampling strategy" provides guidance for planning indoor air monitoring. It helps define why, when, where, how often and for how long sampling should be carried out. The standard emphasizes the special characteristics of indoor environments (variable sources, occupancy, ventilation and sinks), and offers suggestions to develop a robust sampling strategy for indoor air quality (IAQ) assessments.
Key topics and technical requirements
- Sampling strategy planning: Clarify measurement objectives (complaints investigation, exposure assessment, compliance with guideline values, testing remedial measures, or health concerns) before selecting methods.
- Special characteristics of indoor air: Recognizes temporal and spatial variability due to source strength, ventilation rate, human activity, temperature and humidity. The standard includes a mass‑balance relationship describing these influences.
- Sampling procedure: Recommends choosing equipment and methods that do not significantly disturb room use or ventilation. Time resolution and representativeness are important considerations.
- Sampling volume constraint: The hourly sampling volume should be less than 10% of the ventilation rate; if ventilation rate is unknown, use less than 10% of room volume.
- Time, duration and frequency: Guidance on selecting sampling times, durations and frequencies depending on source types (continuous, intermittent, variable) and the measurement objective.
- Sampling location and parallel outdoor measurements: Discusses where to position samplers and when to measure outdoor air concurrently to interpret indoor concentrations.
- Documentation: Annex D provides a checklist of information to record during measurements to support result interpretation.
- Normative references: Includes ISO/IEC 17025 (laboratory competence) and the Guide to the expression of uncertainty in measurement (GUM).
Practical applications
- Design of indoor air monitoring campaigns for homes, offices, public buildings (schools, hospitals, restaurants, theatres) and vehicle cabins.
- Preparing sampling plans for investigations of formaldehyde, VOCs, particulate matter or other indoor pollutants.
- Interpreting measured concentrations for exposure assessment, complaint resolution, regulatory compliance or validation of remediation efforts.
Who should use this standard
- Environmental and indoor air quality consultants
- Industrial hygienists and public health professionals
- HVAC and building services engineers
- Laboratory managers and field technicians involved in IAQ sampling
- Facility and property managers conducting IAQ investigations

ISO 16000-1:2004 is foundational for effective indoor air monitoring and helps ensure sampling plans are fit for purpose, defensible and repeatable. Keywords: ISO 16000-1:2004, indoor air, sampling strategy, indoor air monitoring, air quality, VOCs, formaldehyde, ventilation rate.
