ISO 16439:2014 defines terms for impact assessment of libraries and specifies methods for such assessment: for the purpose of strategic planning and internal quality management of libraries; to facilitate comparison of library impact over time and between libraries of similar type and mission; to promote the libraries' role and value for learning and research, education and culture, social and economic life; to support political decisions on levels of service and strategic goals for libraries. ISO 16439:2014 considers the impact of libraries on individuals, institutions and society. It is applicable to all types of libraries in all countries. However, not all methods described apply to all libraries. Limitations on the applicability of individual methods are specified in the descriptions.
Abstract
Overview
SIST ISO 16439:2015 (ISO 16439:2014) - Information and documentation - Methods and procedures for assessing the impact of libraries - provides standardized guidance on how to plan, measure and report the impact and value of libraries. The standard defines key terms, describes methods (qualitative and quantitative) for impact assessment, and supports strategic planning, internal quality management, benchmarking, advocacy and policy decisions. It applies to all types of libraries worldwide, with notes on limits to applicability of individual methods.
Key topics and requirements
- Definitions and scope: Clear terms for impact assessment, including “impact”, “benefit”, “consumer surplus” and library types.
- Types of evidence: Three main evidence categories are specified:
- Inferred evidence (e.g., statistics, library performance indicators, user-satisfaction data)
- Solicited evidence (e.g., impact surveys, interviews, focus groups, anecdotal evidence)
- Observed evidence (e.g., observation, log analysis, citation analysis, testing knowledge/skills)
- Method selection and combination: Guidance on combining quantitative and qualitative methods to strengthen validity and comparability.
- Economic assessment: Approaches for valuing library services, including user value estimation, cost–benefit analysis and broader economic impact analysis.
- Implementation guidance: Practical advice on planning impact-assessment projects, limitations and use of results for decision‑making.
- Supporting annexes: Annex A (examples of impact surveys), Annex B (choosing methods) and Annex C (integrating library impact assessment with broader institutional evaluation).
Practical applications and who uses it
ISO 16439 is intended for:
- Library managers and directors - to inform strategic planning, service design and internal quality management.
- Assessment and evaluation teams - to design robust impact surveys and mixed-method studies.
- Policy makers and funders - to support evidence-based decisions about service levels and investment.
- Researchers and consultants - who evaluate learning, research, cultural and socio-economic outcomes associated with libraries.
- Advocacy professionals - to generate comparable evidence demonstrating libraries’ value for education, culture and economic life.
Practical uses include benchmarking impact over time or across similar institutions, demonstrating economic value to stakeholders, and selecting appropriate methods for different library types and objectives.
