ISO 45001:2018 specifies requirements for an occupational health and safety (OH&S) management system, and gives guidance for its use, to enable organizations to provide safe and healthy workplaces by preventing work-related injury and ill health, as well as by proactively improving its OH&S performance. ISO 45001:2018 is applicable to any organization that wishes to establish, implement and maintain an OH&S management system to improve occupational health and safety, eliminate hazards and minimize OH&S risks (including system deficiencies), take advantage of OH&S opportunities, and address OH&S management system nonconformities associated with its activities. ISO 45001:2018 helps an organization to achieve the intended outcomes of its OH&S management system. Consistent with the organization's OH&S policy, the intended outcomes of an OH&S management system include: a) continual improvement of OH&S performance; b) fulfilment of legal requirements and other requirements; c) achievement of OH&S objectives. ISO 45001:2018 is applicable to any organization regardless of its size, type and activities. It is applicable to the OH&S risks under the organization's control, taking into account factors such as the context in which the organization operates and the needs and expectations of its workers and other interested parties. ISO 45001:2018 does not state specific criteria for OH&S performance, nor is it prescriptive about the design of an OH&S management system. ISO 45001:2018 enables an organization, through its OH&S management system, to integrate other aspects of health and safety, such as worker wellness/wellbeing. ISO 45001:2018 does not address issues such as product safety, property damage or environmental impacts, beyond the risks to workers and other relevant interested parties. ISO 45001:2018 can be used in whole or in part to systematically improve occupational health and safety management. However, claims of conformity to this document are not acceptable unless all its requirements are incorporated into an organization's OH&S management system and fulfilled without exclusion.
Abstract
Overview
ISO 45001:2018 - Occupational health and safety management systems - specifies requirements and provides guidance for establishing, implementing and maintaining an OH&S management system. The standard helps organizations of any size or sector provide safe and healthy workplaces by preventing work‑related injury and ill health and by continually improving OH&S performance. ISO 45001:2018 is outcome‑focused, compatible with the common ISO management system high‑level structure, and supports integration with other management systems.
Key Topics
- Context of the organization: understanding internal/external factors and interested parties that affect OH&S.
- Leadership and worker participation: top management commitment, OH&S policy, roles, and meaningful worker consultation and participation.
- Planning: hazard identification, assessment of OH&S risks and opportunities, legal and other requirements, and OH&S objectives with plans to achieve them.
- Support: allocation of resources, competence, awareness, communication and control of documented information.
- Operation: operational planning and control, eliminating hazards, reducing OH&S risks, management of change, procurement and emergency preparedness.
- Performance evaluation: monitoring, measurement, evaluation of compliance, internal audits and management review.
- Improvement: incident investigation, nonconformity and corrective action, and continual improvement.
- Important limits: ISO 45001 does not set specific OH&S performance criteria, nor does it address product safety, property damage or environmental impacts beyond risks to workers. Claims of conformity require incorporation of all standard requirements.
Applications
- Organizations implementing or upgrading a systematic approach to workplace safety and health.
- Health & safety managers, compliance officers, OH&S professionals, auditors and consultants who design, operate or assess OH&S systems.
- Companies seeking to reduce workplace injuries and illness, improve legal compliance, and demonstrate due diligence to workers and stakeholders.
- Useful across sectors and sizes-for site-level operational controls, corporate H&S governance, and integration with broader business processes (e.g., procurement, contractor management).
Related Standards (if applicable)
- Designed to align with the ISO management systems high‑level structure for easier integration with other management system standards (e.g., quality or environmental systems).
- Can be used alongside sector‑specific guidance and national OH&S regulations to build a comprehensive compliance and performance framework.
Keywords: ISO 45001:2018, occupational health and safety, OH&S management system, workplace safety, hazard identification, risk assessment, legal compliance, worker participation, continual improvement.
