Gives technical requirements for tubular fluorescent lamps with preheated cathodes for general lighting service, operated with or without a starter from a.c. mains, also describes tests for the lamps with non-preheated cathodes operated without the use of a starter. Gives testing methods to be used for checking quality and interchangeability for type testing, for individual lamp batches or for a manufacturer's entire production. Consists of a series of standard data sheets, each giving the characteristics of a specific lamp type. Introduces new co-ordinates for the standard colours together with a new standard 'white' colour.
Abstract
Overview
IEC 60081:1997 is an international standard published by the International Electrotechnical Commission (IEC) that specifies the performance requirements for double-capped fluorescent lamps. These lamps are tubular fluorescent lamps equipped with preheated or non-preheated cathodes designed for general lighting purposes. The standard covers lamps operated from AC mains either with or without a starter, as well as lamps intended for high-frequency operation.
The standard defines comprehensive technical specifications relating to electrical, photometric, and mechanical characteristics, along with testing methods to ensure quality, interchangeability, and reliable performance. It also features a series of lamp-specific data sheets and introduces updated chromaticity coordinates including a new definition for a standard 'white' color.

-
Chromaticity and Color Coordination
- New chromaticity coordinate system introduced for standard colors.
- Establishes a new standardized 'white' color coordinate for consistency across lamp types.
Applications
IEC 60081-compliant fluorescent lamps serve in a wide range of general lighting environments such as:
- Offices, schools, and commercial buildings requiring reliable, energy-efficient lighting.
- Industrial and public facilities where standardized lamp interchangeability is critical.
- Lighting systems operated on standard AC power grids or specialized high-frequency supplies.
- Retrofit and new lighting installations needing lamps that meet international quality and performance benchmarks.
Manufacturers, lighting designers, and electrical engineers rely on this standard to ensure that fluorescent lamps will perform consistently, integrate seamlessly within existing infrastructure, and meet international safety and quality requirements.
Related Standards
IEC 60081 complements other IEC standards and technical documents related to lighting equipment and electrical components:
- IEC 60901 – Performance specifications for single-capped fluorescent lamps.
- IEC 61347 – Lamp control gear performance and safety standards.
- IEC 60064 – Method for measuring lamp lumen output.
- IEC 61167 – Test methods for ultraviolet emissions from lamps.
Together, these standards contribute to a comprehensive framework for luminaire and lamp manufacture, testing, and application worldwide.
Summary
IEC 60081:1997 provides established performance specifications and test methods essential for ensuring the consistent quality, efficiency, and interoperability of double-capped fluorescent lamps used globally. It supports industry stakeholders in delivering compliant lighting solutions that meet international performance benchmarks, enhancing lighting reliability and energy efficiency across multiple sectors.
