IEC 60143-3:2015 applies to internal fuses designed to isolate faulty capacitor elements, to allow operation of the remaining parts of that capacitor unit and the bank in which the capacitor unit is connected. Such fuses are not a substitute for a switching device such as a circuit-breaker, or for external protection of the capacitor bank, or any part thereof. The object of this part of IEC 60143 is: - to formulate requirements regarding performance and testing; - to provide a guide for coordination of fuse and bank protection. This second edition cancels and replaces the first edition published in 1998. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: The test procedure has been largely simplified. Keywords: faulty capacitor elements, fuse and bank protection
Abstract
Overview
IEC 60143-3:2015 is an International Electrotechnical Commission (IEC) standard focusing on the use of internal fuses in series capacitors for power systems. Internal fuses are designed to isolate faulty capacitor elements within a unit, ensuring the continued operation of the remaining components of both the capacitor unit and the broader capacitor bank. This standard specifies requirements for the performance, testing, and coordination of these internal fuses, enhancing reliability and safety in electrical power systems. It is important to note that these fuses are not intended to replace external protection devices, such as circuit-breakers, or external fuses for the bank as a whole.
Key Topics
- Function of Internal Fuses
- Internal fuses are critical in isolating only the faulty capacitor elements, supporting uninterrupted function of the healthy elements and overall stability of the capacitor bank.
- Performance Requirements
- The standard sets out criteria for the performance of internal fuses, including their ability to disconnect faulty elements and withstand electrical stresses during their operational life.
- Testing and Validation
- Procedures for routine and type tests are detailed to ensure internal fuses consistently meet safety and performance expectations.
- Tests cover aspects such as discharge capacity and the ability to withstand fault currents and transient overvoltages.
- Coordination of Protection
- Provides guidance for coordinating internal fuses with overall bank protection, ensuring a selective, multi-step protection sequence for capacitor banks.
- Design Considerations
- Capacitor and bank design must accommodate fuse performance, accounting for the specific voltage and current impacts of fuse operation.
Applications
IEC 60143-3:2015 is primarily applied in the design, production, and operation of series capacitor banks used in power transmission and distribution networks. Typical use cases and practical value include:
- Enhanced System Reliability
- By isolating only the faulty elements, internal fuses prevent unnecessary outages of entire units or banks, supporting overall grid stability.
- Cost-Effective Maintenance
- Allowing continued service of non-faulty elements reduces downtime and maintenance costs.
- Selective Protection
- The standard facilitates coordination between fuse operation and external protective devices, minimizing the risk of cascading failures in complex systems.
- Compliance and Safety
- Conformance to IEC 60143-3:2015 ensures that capacitor units meet internationally recognized safety and performance benchmarks, supporting regulatory compliance in global markets.
This standard is particularly important for manufacturers of capacitor units, utilities operating high-voltage transmission systems, and engineers responsible for the protection and maintenance of capacitor banks.
Related Standards
IEC 60143-3:2015 works in concert with several related standards for comprehensive series capacitor protection:
- IEC 60143-1: Series capacitors for power systems - Part 1: General (includes requirements for external fuses)
- IEC 60143-2: Series capacitors for power systems - Part 2: Protective equipment for series capacitor banks
- IEC 60549: High-voltage fuses for external protection of shunt capacitors
