The particular requirements of this part apply to fixed equipment in conducting locations where movement of persons is restricted by the location, and to supplies for portable equipment for use in such locations. A conducting location with restricted movement is comprised mainly of metallic or other conductive surrounding parts, within which it is likely that a person will come in contact through a substantial portion of his body with the metallic or other conductive surrounding parts and where the possibility of interrupting this contact is limited.
Abstract
Overview
IEC 60364-7-706:2005 is an international standard published by the International Electrotechnical Commission (IEC) specifying requirements for low-voltage electrical installations in conducting locations with restricted movement. These installations involve fixed and portable electrical equipment situated in environments where metallic or conductive parts surround occupants, who are likely to be in substantial bodily contact with these conductive surfaces. The possibility of interrupting this contact is minimal due to restricted movement in the location.
This standard supplements the general electrical safety requirements of IEC 60364 series by defining specialized protection measures for such high-risk locations to prevent electric shock. It is applicable to equipment used in confined conducting environments such as metallic enclosures, tanks, or vessels where personnel safety depends on rigorous, dedicated electrical safety measures.
Key Topics
-
Scope and Application:
Focuses on fixed and portable equipment in conducting locations with restricted movement, where persons’ freedom to disengage electrically conductive surroundings is limited. -
Definitions:
- Conducting location with restricted movement: A space comprised predominantly of conductive elements where a person’s extensive body contact with these parts is likely and physical withdrawal is difficult.
-
Protection Against Electric Shock:
The standard mandates specific protective measures ensuring electrical safety, including:- For hand-held tools and portable equipment: Supply must be safeguarded by Safety Extra-Low Voltage (SELV) or Electrical Separation via isolating transformers, isolating each device individually.
- For handlamps: Only SELV supplies are allowed, including fluorescent luminaires with built-in transformers that maintain electrical separation.
- For fixed equipment: Protection requires automatic disconnection of the supply combined with supplementary protective measures, such as residual current devices (RCDs), or the use of protective extra-low voltage systems like Protective Extra-Low Voltage (PELV) or Class II equipment with additional RCD protection.
-
Normative References:
The standard refers to IEC 60364-4-41 for general protection against electric shock methods and integrates terms and definitions consistent with other IEC and ISO electrotechnical standards. -
Amendment Highlights:
The 2019 amendment expanded allowances for PELV supply to fixed equipment and permitted Class II equipment under specific protective conditions, strengthening safety without compromising installation flexibility.
Applications
IEC 60364-7-706:2005 is critical in ensuring the safety of low-voltage electrical installations within highly conductive, confined spaces where people cannot move freely. Key practical applications include:
- Electrical installations inside metallic tanks, vats, or ship engine rooms where personnel must operate in contact with conductive surfaces.
- Portable and hand-held tools used during maintenance or inspection inside confined metallic enclosures.
- Handlamps and lighting systems used in conductive locations with limited escape possibilities.
- Fixed equipment powering such environments requiring strict isolation or disconnection protections to prevent electric shock hazards.
By enforcing the use of SELV, electrical separation, and protective devices like RCDs, this standard prevents electrical accidents and provides a framework for safe design, installation, and operation of electrical systems in challenging, restricted conductive environments.
