This part of IEC 60896 applies to all stationary lead-acid cells and monobloc batteries of the valve regulated type for float charge applications, (i.e. permanently connected to a load and to a d.c. power supply), in a static location (i.e. not generally intended to be moved from place to place) and incorporated into stationary equipment or installed in battery rooms for use in telecom, uninterruptible power supply (UPS), utility switching, emergency power or similar applications. The objective of this part of IEC 60896 is to specify the methods of test for all types and construction of valve regulated stationary lead acid cells and monobloc batteries used in standby power applications
Abstract
Overview
IEC 60896-21:2004 - "Stationary lead-acid batteries - Part 21: Valve regulated types - Methods of test" defines standardized methods of test for valve-regulated lead‑acid (VRLA) stationary cells and monobloc batteries intended for float charge (standby) applications. The part applies to batteries installed in a fixed location (battery rooms or equipment racks) used in telecom, UPS, utility switching, emergency power and similar systems. Its objective is to specify how to assess safe operation, performance and durability of VRLA stationary batteries used in standby power systems.
Key topics and technical requirements
- Scope and definitions: Precise terminology (cell, monobloc, float charge, rated/nominal capacity, valve regulated cell, etc.) to ensure consistent testing and reporting.
- Functional characteristics and test set-up: Recommended layouts and circuits for test rigs, including suggested test circuits, orientation and fixture arrangements (see figures for layout and typical test circuits).
- Test methods: Standardized procedures for evaluating performance, safety and durability - examples in the document include gas detection (U‑shaped tubing), spark testing (per IEC 61430), mechanical drop/impact tests, and float-service with periodic discharge procedures.
- Measurement and reporting: Definitions of capacity metrics (actual, nominal, rated, shipping capacity), environmental conditions (ambient temperature) and accuracy requirements for instruments; tables for safe operation, performance and durability characteristics and structured data-report formats.
- Referenced test procedures: The standard cross‑references other test methods and safety standards (e.g., IEC 61430 spark test, IEC 60068-2-32 free-fall, IEC 60695 series for flammability).
Applications and users
IEC 60896-21 is used by:
- Battery manufacturers for type approval and internal quality control of VRLA stationary products.
- Independent test laboratories to perform repeatable, comparable tests for certification and supplier evaluation.
- Specifiers and system integrators (telecom operators, UPS designers, utilities) when defining acceptance criteria and commissioning tests for battery installations.
- Regulatory and safety engineers to verify safe operation under float‑service and abnormal conditions.
Practical uses include type testing during product development, acceptance testing on delivery, commissioning of battery banks, and periodic verification of float‑service performance.
