IEC 61243-3:2014 is applicable to hand-held two-pole voltage detectors with their accessories (crocodile clips and detachable leads) to be used in contact with parts of electrical systems for a.c. voltages not exceeding 1 000 V at nominal frequencies between 16 2/3 Hz and up to 500 Hz, and/or for d.c. voltages not exceeding 1 500 V. Contact electrode extensions are not covered by this standard. Voltage detectors covered by this standard are intended to be used under dry and humid conditions, both indoor and outdoor. They are not intended to be used under rain conditions. Voltage detectors covered by this standard are not intended to be used for continuous operation. Voltage detectors covered by this standard are intended to be used up to 2 000 m above sea level. This standard also includes provisions for the following supplementary functions when available: - phase indication; - rotating field indication; - and continuity check. Other supplementary functions are not covered by this standard. Voltage detectors covered by this standard are not considered as measuring devices. Relevant safety requirements for measuring devices are included in IEC 61010 series. This third edition cancels and replaces the second edition published in 2009. It is a technical revision which includes the following significant technical changes with respect to the previous edition: - requirement and test to manage interference voltages at power frequencies; - and informative annex on voltage detectors and the presence of interference voltages. The contents of the corrigendum of January 2015 and May 2015 have been included in this copy.
Abstract
Overview
IEC 61243-3:2014 is an international standard issued by the International Electrotechnical Commission (IEC) that specifies the requirements for hand-held two-pole low-voltage voltage detectors. These devices are designed for detecting AC voltages up to 1,000 V at nominal frequencies from 16 2/3 Hz to 500 Hz, and DC voltages up to 1,500 V. The standard ensures the safe and reliable operation of voltage detectors used in electrical systems during live working conditions, focusing on devices intended for dry and humid environments but excluding wet rain conditions.
The third edition, published in 2014, revises and replaces the previous 2009 edition and includes new safety requirements addressing interference voltages at power frequencies and provides an informative annex on related interference considerations. It is important to note that voltage detectors covered by this standard are not considered measuring instruments and thus do not adhere to the requirements applicable to measuring devices under IEC 61010 series.
Key Topics

- Comprehensive instructions for use to ensure safe handling.
Applications
IEC 61243-3:2014 voltage detectors are widely used by electrical engineers, technicians, and maintenance personnel working on low-voltage electrical installations. Key application areas include:
- Live Working Safety: Enabling the identification of voltage presence without disconnecting power, thereby reducing downtime and improving maintenance efficiency.
- Installation and Maintenance: Verifying the presence or absence of voltage during electrical installation, testing, and troubleshooting of low-voltage systems.
- Industrial and Commercial Electrical Systems: Used in environments such as factories, commercial buildings, and outdoor electrical equipment installations.
- Quality Assurance: Ensuring adherence to safety protocols by using compliant voltage detection tools that meet international standards.
- Supplementary Function Use: Phase and rotating field indicators support more complex diagnostics on three-phase systems, while continuity checks help verify circuit integrity.
Related Standards
- IEC 61010 Series: Covers safety requirements for electrical measuring, control, and laboratory equipment, which complements IEC 61243-3 by specifying safety criteria for measuring devices not covered under this standard.
- IEC 61243-1: Specifies requirements for voltage detectors used in live working for higher voltage ranges.
- IEC 61243-2: Addresses one-pole voltage detectors for similar voltage limits as IEC 61243-3.
- Electromagnetic Compatibility (EMC) Standards: Since IEC 61243-3 includes EMC requirements, related IEC standards ensure voltage detectors function reliably in environments with electromagnetic disturbances.
- National Electrical Safety Codes: Various national regulations often reference IEC standards to mandate voltage detector performance for electrical safety in workplaces.
