IEC 61300-3-7:2021 describes methods available to measure the wavelength dependence of attenuation and return loss of two-port, single mode passive optical components. It is not, however, applicable to dense wavelength division multiplexing (DWDM) devices. Measurement methods of wavelength dependence of attenuation of DWDM devices are described in IEC 61300-3-29. There are two measurement cases described in this document: a) measurement of attenuation only; b) measurement of attenuation and return loss at the same time. This third edition cancels and replaces the second edition published in 2009. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: a) reduction of the number of alternative methods proposed to bring in-line with industry practice; b) re-statement of the equations for insertion loss and return loss using logarithmic forms more common in the industry; c) additional recommendations with respect to the creation of fibre terminations; d) additional discussion on the characterization of the optical sources used in this document; e) simplification of bi-directional testing; f) removal of separate return loss only measurement procedures.
Abstract
Overview
IEC 61300-3-7:2021 is an international test method standard for the wavelength dependence of attenuation and return loss of two‑port, single‑mode passive optical components. It defines measurement procedures, required apparatus and reporting for characterizing how attenuation (insertion loss) and return loss vary with wavelength. The standard excludes dense wavelength division multiplexing (DWDM) devices - those are covered by IEC 61300-3-29.
This edition (3rd) updates industry practice by reducing alternative methods, restating insertion/return‑loss equations in commonly used logarithmic forms, adding guidance on fibre terminations and source characterization, simplifying bi‑directional testing, and removing separate return‑loss‑only procedures.
Key topics and technical requirements
- Scope: Two measurement cases -
- (a) attenuation only;
- (b) attenuation and return loss measured simultaneously.
- Measurement methods: Three primary approaches aligned with industry practice:
- Method A: Broadband light source (BBS) with spectrum analysis;
- Method B: Tuneable narrowband light source (TNLS);
- Method C: Set of multiple fixed narrowband light sources (NLS).
- Required apparatus & components: depolarizer, optical sources (BBS/TNLS/NLS), detectors (optical power meter, optical spectrum analyzer), branching devices, terminations, temporary joints, test patch cords, reference plugs/adapters.
- Procedures: Stepwise set‑up for reference measurements, system background, and device‑under‑test (DUT) testing. Methods describe when to use tuneable narrowband detection vs broadband detection and how to handle bi‑directional testing.
- Reporting: Detailed requirements for reporting measurement system configuration, source characterization, detection system, termination values and the wavelength‑dependent measurement results.
Practical applications and users
Who uses IEC 61300-3-7:
- Manufacturers of single‑mode passive components (connectors, couplers, splitters, filters) for product qualification and R&D.
- Test laboratories and QA teams performing production or acceptance testing.
- System integrators and field engineers verifying component behaviour across telecom wavelength bands.
- Design engineers assessing component impact on system loss and reflections.
Why it matters:
- Ensures consistent, repeatable characterization of wavelength‑dependent loss and reflections that affect link budget, noise, and system stability.
- Informs component acceptance criteria, supplier agreements, and compliance documentation.
- Helps select appropriate light sources, detectors and terminations to minimize measurement uncertainty.
