IEC 61481-2:2014 is applicable to portable phase comparators of resistive type to be used on electrical systems for voltages from 1 kV a.c. to 36 kV a.c. and frequencies of 50 Hz and/or 60 Hz. This standard is applicable to phase comparators of resistive type used in contact with the bare conductive parts to be compared as a complete device including its insulating element or as a separate device, adaptable to an insulating stick which, as a separate tool, is not covered by this standard. A device that is designed to provide other functions than phase comparison is a different device and is not covered by this standard. For example a device designed to be also used as a voltage detector is not covered by this standard. This first edition, together with the first edition of IEC 61481-1, cancels and replaces the first edition of IEC 61481 published in 2001, Amendment 1:2002 and Amendment 2:2004. This edition constitutes a technical revision which includes the following major changes: - split of the standard in two parts; - review of the requirements for indication; - elimination of class C (+/- 110°); - introduction of a requirement for a new marking "LU" for limited use; - increase of the specified range of voltage fluctuation in a network for clear indication; - and revision of the existing annexes.
Abstract
Overview
IEC 61481-2:2014 is an international standard established by the International Electrotechnical Commission (IEC) focusing on live working phase comparators of the resistive type designed for use with voltages ranging from 1 kV to 36 kV alternating current (a.c.).* This standard specifically addresses portable phase comparators operating at frequencies of 50 Hz and/or 60 Hz, intended for direct contact with bare conductive parts of electrical systems.
This document represents a technical revision, improving upon previous editions by splitting the standard into two parts, refining indication requirements, removing older classification categories, and introducing new markings for limited usage devices. The standard covers both phase comparators as complete devices including insulating elements and as separate devices adaptable to insulating sticks. It excludes devices designed for functions beyond phase comparison, such as multipurpose voltage detectors.
Key Topics
Scope & Application
- Applicable to resistive-type phase comparators for a.c. voltages from 1 kV to 36 kV.
- Designed for use in live working environments during electrical system maintenance or testing.
- Devices covered include complete comparators with insulation and separate devices adaptable to insulated sticks.
- Not applicable to multifunctional tools or devices without phase comparison as their primary function.
Functional Requirements
- Clear and reliable indication of phase presence and comparison results is mandatory.
- Devices must maintain high perceptibility under variable temperature, humidity, and frequency conditions.
- Requirements for rapid response time and dependability on power sources ensure operator safety and work efficiency.
- Phase comparators must resist sparking, electrical bridging, and withstand voltage fluctuations for clear indication.
Electrical and Mechanical Construction
- Use of robust insulating materials to guarantee electrical safety.
- Design considerations to prevent accidental bridging or sparking during use.
- Strong mechanical requirements including resistance to vibration, shock, and drops to ensure durability.
- Easy and safe grip designs with controlled force and minimal deflection.
- Clear and durable marking requirements including new “LU” (Limited Use) designation for some devices.
Testing and Compliance
- Comprehensive type tests validate indication clarity, electrical safety, mechanical robustness, and electromagnetic compatibility (EMC).
- Special tests simulate reasonably foreseeable misuse scenarios to ensure continued safety under adverse conditions.
- Detailed test setups for clear visual and audible indication under laboratory conditions.
- Dielectric and durability assessments verify device longevity and safety in live working conditions.
- Conformity assessment processes ensure production-phase devices meet the standard consistently.
Applications
IEC 61481-2:2014 phase comparators are critical tools for electric utility workers, live-line maintenance personnel, and electrical testing engineers. Their primary application is to compare electrical phases safely on energized parts to prevent incorrect connections and ensure operational safety.
Typical uses include:
- Testing phase sequence and presence on medium-voltage distribution networks.
- Verification of voltage phases during live maintenance from 1 kV up to 36 kV a.c.
- Portable phase comparison in field conditions, facilitating safe live working procedures.
- Equipment designs compatible with insulated sticks allow flexible use in varied live working environments.
Adherence to IEC 61481-2 ensures enhanced worker safety, reliable detection in high-voltage environments, and compliance with global live working protocols.
Related Standards
- IEC 61481-1: Covers inductive-type phase comparators, complementing Part 2’s resistive-type focus.
- IEC 60417-5216: Symbol standards, e.g., double triangle marking for live working suitability referenced in marking obligations.
- Relevant IEC standards on electrical safety and live working, including insulation and protective device standards that contextualize or supplement phase comparator requirements.
- Electromagnetic compatibility standards (EMC) applicable to live working tools to minimize interference during operation.
Understanding and applying IEC 61481-2:2014 ensures that resistive phase comparators meet internationally recognized safety, performance, and durability criteria, providing critical support for safe and effective live working in medium-voltage electrical systems.
