Looking for deeper insights? Check out IEC 61508:2010 CMV, which includes commented versions of Parts 1 to 7 of IEC 61508. These commented versions highlight the changes made from previous editions and provide explanations from a world-leading expert on the reasons behind the most significant changes. IEC 61508-5:2010 provides information on the underlying concepts of risk and the relationship of risk to safety integrity (see Annex A); a number of methods that will enable the safety integrity levels for the E/E/PE safety-related systems to be determined (see Annexes C, D, E, F and G). The method selected will depend upon the application sector and the specific circumstances under consideration. Annexes C, D, E, F and G illustrate quantitative and qualitative approaches and have been simplified in order to illustrate the underlying principles. These annexes have been included to illustrate the general principles of a number of methods but do not provide a definitive account. Those intending to apply the methods indicated in these annexes should consult the source material referenced. This second edition cancels and replaces the first edition published in 1998. This edition constitutes a technical revision. It has been subject to a thorough review and incorporates many comments received at the various revision stages. This publication is of high relevance for Smart Grid.
Abstract
Overview
IEC 61508-5:2010 is a key international standard focusing on the functional safety of electrical, electronic, and programmable electronic (E/E/PE) safety-related systems. As Part 5 of the IEC 61508 series, this edition provides examples of methods for determining Safety Integrity Levels (SILs), which are critical benchmarks defining the performance requirements for safety functions within E/E/PE systems.
This standard supports a risk-based approach by presenting various quantitative, semi-quantitative, and qualitative techniques to establish SILs, empowering industries to select methods suitable for specific sectors and operational circumstances. The 2010 edition is a technical revision from the original 1998 publication, incorporating modernized guidance after extensive review and feedback.
The document is essential for engineers and safety professionals managing functional safety in complex electrical and programmable systems, such as those found in Smart Grid technologies, industrial automation, and process control.
Key Topics
-
Safety Integrity Levels (SILs): Methods to determine the target safety performance levels required for E/E/PE safety-related systems.
-
Risk and Safety Integrity Concepts: Explores the relationship between risk and safety integrity, illustrating how safety requirements are derived from risk assessments (Annex A).
-
Method Selection Guidance: Provides advice on choosing appropriate approaches for SIL determination based on application context (Annex B).
-
Examples of Methods:
- Quantitative Methods (Annex D): Includes risk calculations and probability-based metrics.
- Risk Graph Methods (Annex E): Uses graphs to semi-quantitatively evaluate risk.
- Layer of Protection Analysis (LOPA) (Annex F): A semi-quantitative approach addressing layers of safety barriers.
- Qualitative Hazard Severity Matrix (Annex G): Maps severity and likelihood for SIL allocation.
- ALARP (As Low As Reasonably Practicable) and tolerable risk concepts (Annex C): Highlights acceptable risk thresholds.
-
Safety Lifecycle Integration: Emphasizes incorporation of safety integrity throughout all phases - from concept, design, operation, to decommissioning.
-
Target Failure Measures: Establishes minimum safety performance metrics, such as the probability of dangerous failure on demand for low-demand mode systems (10⁻⁵) and failure frequency for continuous operations (10⁻⁹/hour).
Applications
IEC 61508-5:2010 serves a broad range of sectors that deploy electrical and programmable safety-related systems, ensuring a standardized approach to functional safety that helps prevent hazardous failures. Typical applications include:
-
Smart Grid Systems: Enhancing reliability and safety of advanced electrical grids through rigorous safety integrity evaluation.
-
Industrial Process Control: Applying SIL determination methods to protect personnel, environment, and assets during automated manufacturing.
-
Automotive and Transportation: Supporting safety functions in programmable electronic systems found in vehicles.
-
Energy and Power Generation: Managing safety integrity in control systems of power plants and renewable energy installations.
-
Oil & Gas and Chemical Industry: Enabling risk-based SIL assignments to safety instrumented systems that mitigate catastrophic events.
By implementing these methods, organizations can precisely define the required safety integrity, tailor safety functions, optimize resource allocation, and comply with international safety standards.
