IEC 61557-10:2013 specifies the requirements for combined measuring equipment which combines into one piece of apparatus, several measuring functions or methods of testing, measuring or monitoring according to the respective parts of IEC 61557. This second edition cancels and replaces the first edition published in 2000. This edition constitutes a technical revision. (electrical safety, combined measuring equipment for testing, measuring or monitoring of protective measures) This publication is to be read in conjunction with IEC 61557-1:2007.
Abstract
Overview
IEC 61557-10:2013 is an international standard published by the International Electrotechnical Commission (IEC) that specifies requirements for combined measuring equipment used in low voltage electrical distribution systems up to 1,000 V AC and 1,500 V DC. This standard focuses on equipment that integrates several testing, measuring, or monitoring functions into a single device, ensuring electrical safety by verifying protective measures. It supersedes the first edition from 2000 and represents a technical revision aligned with other parts of IEC 61557. The combined measuring equipment covered by this standard must meet strict performance, safety, and marking requirements, enabling reliable assessment of electrical safety in diverse low voltage systems.
Key Topics
- Scope and Functionality: IEC 61557-10 covers combined measuring equipment that consolidates multiple protective measure testing or monitoring functions conforming to other IEC 61557 parts. These include insulation resistance testing, loop impedance, earth resistance, residual current device (RCD) effectiveness, and phase sequence verification.
- Safety Requirements: The standard mandates that combined equipment withstand extraneous overvoltages-voltage spikes accidentally applied to test terminals-without creating hazards or misinformation. This includes voltage levels up to 1.2 times system voltage maintained for specific durations without defects.
- Marking and Identification: Clear markings or pictograms indicating maximum allowable system voltages and safety warnings are required to prevent misuse. In particular, equipment may bear warnings such as "DO NOT USE IN DISTRIBUTION SYSTEMS WITH VOLTAGES HIGHER THAN ... V," ensuring the user is aware of operational limits.
- Operational Integrity: In case of overvoltage or any defect occurrence, the equipment must visibly indicate faults and avoid providing false safety readings. Protective circuits activated during tests must effectively handle overload currents and clearly signal when their operation affects function.
- Compliance with Related IEC Standards: IEC 61557-10 is designed to be used alongside part 1 (general requirements), parts 2 to 7 (dedicated protective measure tests), and conforms with IEC 61010-2-030 safety requirements for electrical testing equipment.
Applications
- Electrical Safety Verification: The standard applies to electrical maintenance professionals and engineers assuring compliance with safety regulations in low voltage distribution networks by using combined measuring instruments to perform comprehensive protective device testing.
- Installation Testing and Commissioning: Enables efficient testing during installation or retrofit phases, allowing multiple parameters to be assessed with one instrument, saving time while maintaining accuracy and reliability.
- Preventive Maintenance: Supports ongoing safety monitoring, ensuring protective measures such as earth connections and RCDs remain effective, reducing risk of electrical faults or hazards.
- Quality Assurance: Manufacturers of electrical testing equipment design combined testers conforming to IEC 61557-10 to meet international safety and performance benchmarks, facilitating market acceptance and certification.
Related Standards
- IEC 61557-1: General requirements for equipment for testing, measuring, or monitoring protective measures in electrical installations.
- IEC 61557-2 to IEC 61557-7: Specific requirements for testing insulation resistance, loop impedance, earth resistances, RCDs, and phase sequence in low voltage electrical systems.
- IEC 61010-2-030: Safety requirements for electrical equipment for measurement, control, and laboratory use, focusing on testing and measuring circuits.
By adhering to IEC 61557-10:2013, electrical professionals ensure that multifunctional measuring equipment used in low voltage distribution systems up to 1,000 V AC and 1,500 V DC delivers accurate, safe, and reliable performance in testing and monitoring protective measures. This promotes enhanced electrical safety, compliance with international standards, and efficient workflows in testing and maintenance operations.
