IEC 61820-3-4:2023 specifies protective provisions for the operation of lamp systems powered by series circuits in aeronautical ground lighting. The protective provisions described here refer only to secondary supply systems for loads that are electrically separated from the series circuit. This document specifies the level of SELV, and alternatively PELV, under consideration of additional personnel protection during work on live secondary circuits by electrically skilled persons. This document also covers the special operational features of aeronautical ground lighting and addresses the level of training and the requirements for maintenance procedures detailed in IEC 61821 and other national or regional regulation. The requirements and tests are intended to set a specification framework for system designers, system installers, users, and maintenance personnel to ensure a safe and economic use of electrical systems in installations for the beaconing of aerodromes. This document complements existing IEC aeronautical ground lighting (AGL) standards and can be used as a design specification.
Abstract
Overview
IEC 61820-3-4:2023 sets forth general safety requirements for secondary circuits in series circuits used in aerodrome lighting and beaconing systems. This international standard issued by the IEC focuses specifically on protective provisions for lamp systems powered via series circuits in aeronautical ground lighting (AGL). It addresses the design, installation, and operational safety of safety extra-low voltage (SELV) and protective extra-low voltage (PELV) secondary circuits that are electrically isolated from the primary series circuit.
The primary aim of IEC 61820-3-4:2023 is to ensure safe, reliable, and cost-effective use of electrical systems in aerodrome lighting, covering crucial aspects such as personnel protection, voltage limits, electromagnetic compatibility, and maintenance requirements. The document complements existing AGL standards and serves as a comprehensive design specification guide for system designers, installers, operators, and maintenance professionals.
Key Topics
The standard comprehensively addresses several critical safety and technical topics:
-
Scope and Definitions
Clear definitions of SELV and PELV systems, safety concepts, and operational terminology specific to aerodrome lighting secondary circuits. -
SELV/PELV Supply Requirements
Specification of voltage limits, safety demarcation lines within AGL series circuits, and necessary protective measures to guard against electric shock. -
Environmental and Protection Factors
Guidelines on environmental conditions, degree of protection provided by enclosures, and electromagnetic compatibility (EMC) standards to minimize interference risks. -
Marking and Identification
Requirements for clear marking of power supplies, installation points, and components to facilitate safety awareness and maintenance. -
System Design and Safety Measures
Systemic and extended systemic approaches for SELV/PELV circuit configurations incorporating safety transformers and limiters. -
Testing Procedures
Protocols for type testing, production routine tests, and field tests to verify compliance with safety specifications during design and after installation. -
Training and Maintenance
Recommendations aligned with IEC 61821 and other regional regulations emphasizing the level of training required for electrical personnel working on live secondary circuits.
Applications
IEC 61820-3-4:2023 applies predominantly to aerodrome electrical installations for:
- Aeronautical Ground Lighting (AGL) systems powering runway and taxiway lights to ensure safe aircraft navigation.
- Beaconing Systems utilized to indicate aerodrome boundaries and structures.
- Secondary safety circuits delivering SELV or PELV power to lighting loads while maintaining isolation from higher voltage series circuits.
- Installation and maintenance practices for electricians and technical staff specializing in aerodrome lighting infrastructure.
- Design and manufacturing of equipment such as safety transformers, limiters, connectors, and protective enclosures tailored for aerodrome ground lighting systems.
By enforcing stringent safety and performance measures, this standard helps mitigate electrical hazards, reduce operational downtime, and increase the reliability of critical aerodrome lighting systems.
