IEC 62110:2009 establishes measurement procedures for electric and magnetic field levels generated by AC power systems to evaluate the exposure levels of the human body to these fields. This standard is not applicable to DC power transmission systems. IEC 62110:2009 is applicable to public exposure in the domestic environment and in areas accessible to the public. It specifies fundamental procedures for the measurement of fields, and, with regard to human exposure, for obtaining a field value that corresponds to a spatial average over the entire human body. IEC 62110:2009 is not applicable to occupational exposure associated with, for example, the operation and/or maintenance of the power systems. Such exposure may occur when working inside a distribution or transmission substation, a power plant, in a manhole or a tunnel for underground cables, or on an overhead line tower or pole. The contents of the corrigendum of January 2015 have been included in this copy.
Abstract
Overview
IEC 62110:2009 is an international standard published by the International Electrotechnical Commission (IEC) that defines measurement procedures for electric and magnetic field levels generated by alternating current (AC) power systems. This standard specifically addresses public exposure in everyday environments, including domestic areas and public spaces accessible to all. It focuses on assessing the spatial average field values affecting the entire human body to ensure safety regarding exposure to electromagnetic fields generated by AC power distribution.
The standard does not apply to DC power transmission systems and excludes occupational exposure methods related to power system operation and maintenance activities, such as working inside substations, power plants, manholes, or on overhead line towers.
Key Topics
-
Measurement principles for electric and magnetic fields
Outlines the general guidelines and instrumentation requirements for accurately capturing electromagnetic field levels generated by AC power systems. -
Measurement procedures
Includes detailed methods for single-point, three-point, and five-point measurements to determine spatial average exposure levels. These procedures help in quantifying the maximum exposure loads associated with different power equipment setups. -
Specific guidelines for power system components
Procedures tailored to various infrastructure types, such as overhead lines, underground cables, and substations, to identify electric and magnetic field maxima relative to public exposure. -
Field orientation and environmental considerations
Explains the influence of operator positioning, humidity, and neighboring sources on field measurement accuracy. -
Harmonic content and measurement records
Ensures that measurement practices consider harmonic distortions within fields and provide reliable documentation for field results. -
Informative annexes
Include characteristics of electric and magnetic fields, modeling of human body exposure, and sample reporting formats to support implementation.
Applications
IEC 62110:2009 serves as a critical tool for utilities, regulatory bodies, and safety assessors performing field measurements related to public exposure to electromagnetic fields generated by AC power systems. Practical applications include:
-
Environmental safety assessments
Evaluating residential and public area exposures to ensure compliance with health and safety regulations. -
Infrastructure planning and design
Supporting design decisions for new power installations by estimating field levels and minimizing excessive exposure near human activity areas. -
Regulatory compliance
Providing standardized measurement procedures to verify whether installed power systems meet international exposure limits. -
Public communication
Offering transparent procedures and reporting methods that help clarify field exposure concerns to communities living near power lines or substations.
Related Standards
To complement IEC 62110:2009, practitioners often refer to other relevant standards and resources, including:
