IEC 62325-451-3:2014 specifies a package for the transmission capacity allocation business process through explicit or implicit auctions and the associated document contextual models, assembly models and XML schema for use within European style markets. This International standard is based on the European style market contextual model (IEC 62325-351). The relevant aggregate core components (ACCs) defined in IEC 62325-351 have been contextualised into aggregated business information entities (ABIEs) to satisfy the requirements of these business processes. The contextualised ABIEs have been assembled into the relevant document contextual models.
Abstract
Overview
IEC 62325-451-3:2014, issued by the International Electrotechnical Commission (IEC), defines a comprehensive framework for energy market communications focused on transmission capacity allocation in European-style energy markets. This standard specifically addresses the business processes for transmission capacity allocation using explicit and implicit auctions. It provides detailed contextual models, assembly models, and XML schema specifications to support efficient, standardized communication and data exchange between market participants.
This standard builds upon the foundational European style market contextual model detailed in IEC 62325-351 and translates Aggregate Core Components (ACCs) into Aggregate Business Information Entities (ABIEs) tailored for transmission capacity allocation processes.
The objective is to enable interoperability and transparency in cross-border electricity trading and capacity management across European countries by standardizing auction processes and communication protocols.
Key Topics
-
Transmission Capacity Allocation Processes
The standard outlines detailed business processes involving both explicit auctions (where capacity rights are bid and allocated directly) and implicit auctions (where capacity allocation is integrated with energy trading on a market platform). -
Business Process Models
Key processes include:- Definition and establishment of offered transmission capacity.
- Bid submission, capacity allocation, and auction result publication.
- Trade, nomination, and validation of allocated capacity rights.
- Handling capacity rights resale and potential curtailment.
- Designation of interconnection trade responsibilities and nominations.
-
Contextual and Assembly Models
The document details numerous contextual models and corresponding assembly models, which describe the structure and organization of data required for these business processes:- Bid contextual and assembly models
- Capacity auction specification models
- Allocation result and total allocation result models
- Implicit auction result models
- Publication and rights models
-
XML Schema and Message Standardization
The standard defines XML schema specifications that enable structured, machine-readable message exchanges vital for automation in capacity allocation and energy market operations. -
Compliance with European Market Profiles
IEC 62325-451-3 is aligned with the European style market package (ESMP), ensuring consistency with other IEC standards facilitating harmonization across European transmission system operators (TSOs) and market participants.
Applications
-
Cross-Border Electricity Trading
Market players can efficiently participate in cross-border transmission capacity auctions using standardized message formats and processes, improving liquidity and fairness. -
Transmission System Operators (TSOs)
TSOs use this standard to manage and communicate availability and allocation of transmission capacity on interconnectors, facilitating market coupling and coordinated congestion management. -
Energy Market Platforms and Exchanges
Energy exchanges implementing implicit auctions rely on this standard to coordinate energy offers and bids with transmission capacity allocation, streamlining the auction process. -
Energy Market Integration Projects
Projects aiming at regional or pan-European energy market integration adopt IEC 62325-451-3 to harmonize communications and business processes related to transmission capacity across borders. -
Regulatory Compliance
Entities operating in European energy markets meet regulatory requirements concerning transparency and standardized communication by adhering to this IEC standard.
