IEC 62841-2-4:2014 applies to hand-held sanders and polishers with the exception of disc-type tools covered by IEC 62841-2-3. Tools covered by this standard include but are not limited to belt sanders, drum sanders or polishers, reciprocating sanders or polishers, orbital sanders or polishers and random orbit sanders or polishers. The rated voltage is not more than 250 V for single-phase a.c. or d.c. tools, and 480 V for three-phase a.c. tools. The rated input is not more than 3 700 W. The limits for the applicability of this standard for battery tools is given in Annex K. This standard deals with the hazards presented by tools which are encountered by all persons in the normal use and reasonably foreseeable misuse of the tools. Hand-held electric tools, which can be mounted on a support or working stand for use as fixed tools without any alteration of the tool itself, are within the scope of this standard and such combination of a hand-held tool and a support is considered to be a transportable tool and thus covered by the relevant Part 3. The attention of National Committees is drawn to the fact that equipment manufacturers and testing organizations may need a transitional period following publication of a new, amended or revised IEC publication in which to make products in accordance with the new requirements and to equip themselves for conducting new or revised tests. It is the recommendation of the committee that the content of this publication be adopted for implementation nationally not earlier than 36 months from the date of publication. Key words: Sander, Polisher, Belt, Drum Orbital, Reciprocating, Random Orbit This publication is to be read in conjunction with IEC 62841-1:2014. The contents of the corrigendum of October 2015 have been included in this copy.
Abstract
Overview
IEC 62841-2-4:2014 specifies safety requirements for electric motor-operated hand-held sanders and polishers, excluding disc-type tools, which are covered under IEC 62841-2-3. This international standard, developed by the International Electrotechnical Commission (IEC), ensures that hand-held sanding and polishing tools-including belt sanders, drum sanders or polishers, reciprocating, orbital, and random orbit sanders or polishers-are designed and manufactured to reduce risks of injury and hazards commonly associated with normal use and foreseeable misuse.
The standard applies to tools with rated voltages not exceeding 250 V for single-phase alternating or direct current (a.c. or d.c.), or 480 V for three-phase a.c., with input power not more than 3,700 W. It also addresses requirements specific to battery-operated tools.
Key Topics
-
Scope of Coverage
- Excludes disc-type sanders and polishers (see IEC 62841-2-3).
- Addresses a wide range of hand-held sanders and polishers such as:
- Belt sanders
- Drum sanders/polishers (including burnishing and spindle sanders)
- Reciprocating sanders/polishers
- Orbital and random orbit sanders/polishers
-
Hazard Prevention
- Mechanical protection against moving parts
- Electrical safety and prevention of access to live parts
- Marking and user instructions (e.g., indicating rotation direction)
- Overload and thermal protection
- Resistance against moisture, rust, heat, and fire
- Noise and vibration emission measurement guidelines
-
Testing and Construction
- Endurance and abnormal operation testing guidelines
- Mechanical strength requirements for components
- Detailed focus on reducing risks at in-feed nip locations (e.g., between belt and roller)
- Requirements for handles and auxiliary grasping surfaces to minimize accidental contact
-
Battery and Corded Tool Provisions
- Annex K outlines specific requirements for battery-operated tools and battery packs.
- Tests and requirements adjusted for battery power and removable battery packs.
Applications
IEC 62841-2-4:2014 is essential for manufacturers, designers, conformity assessment bodies, and regulatory agencies involved in the production and certification of hand-held electric sanders and polishers in industrial, commercial, and domestic environments, excluding those with disc operating mechanisms. Primary applications include:
-
Product Design and Certification:
Ensures that new models of sanders and polishers meet internationally recognized safety standards, supporting CE marking and market access. -
Manufacturing Consistency:
Provides a common framework, reducing product liability and recall risks through harmonized safety benchmarks. -
Market and Regulatory Compliance:
Supports compliance with national and international regulations for electrical safety of power tools and equipment. -
Testing and Inspection:
Used by testing laboratories for type testing, conformity assessment, and safety inspections. -
User Safety and Training:
Informs end-users and trainers about essential safety precautions to reduce risks during operation and maintenance.
