IEC 62841-3-14:2017 applies to transportable drain cleaners. The rated voltage is not more than 250 V for single-phase a.c. or d.c. tools, and 480 V for three-phase a.c. tools. The rated input is not more than 3 700 W. The limits for the applicability of this standard for battery tools are given in Annex K. This standard deals with the hazards presented by tools which are encountered by all persons in the normal use and reasonably foreseeable misuse of the tools. Hand-held electric tools, which can be mounted on a support or working stand for use as fixed tools without any alteration of the tool itself, are within the scope of this standard and such combination of a hand-held tool and a support is considered to be a transportable tool and thus covered by the relevant Part 3. Drain cleaners are also known as pipe cleaners. This standard does not apply to hand-held drain cleaners. Hand-held drain cleaners are covered by IEC 62841-2-21. This standard does not apply to high pressure cleaners to clean drains. High pressure cleaners are covered by IEC 60335-2-79. This standard does not apply to machines that use a solid rod to clean drains This Part 3-14 is to be used in conjunction with the first edition of IEC 62841-1:2014. The attention of National Committees is drawn to the fact that equipment manufacturers and testing organizations may need a transitional period following publication of a new, amended or revised IEC publication in which to make products in accordance with the new requirements and to equip themselves for conducting new or revised tests. It is the recommendation of the committee that the content of this publication be adopted for implementation nationally not earlier than 36 months from the date of publication.
Abstract
Overview
IEC 62841-3-14:2017 (consolidated with AMD1:2024, Edition 1.1) is the IEC safety standard that specifies particular requirements for transportable drain cleaners (also called pipe cleaners). It is a Part 3-14 supplement to IEC 62841-1:2014 (General requirements) and applies to transportable machines that use a rotating flexible drain cleaner cable (not solid rods). Applicability limits include rated voltages up to 250 V (single‑phase a.c. or d.c.) and 480 V (three‑phase a.c.), and a rated input not exceeding 3 700 W. Battery tool limits are addressed in Annex K.
Keywords: IEC 62841-3-14, transportable drain cleaners, drain cleaner cable, drum machine, sectional machine, safety standard.
Key Topics and Requirements
- Scope & exclusions
- Covers transportable drain cleaners (resting on floor, counter or support).
- Excludes hand‑held drain cleaners (see IEC 62841-2-21), high‑pressure drain cleaners (see IEC 60335-2-79), and machines using solid rods.
- Definitions
- Terms defined include cutter, drain cleaner, drain cleaner cable, drum, drum machine, sectional machine, guide tube, and rear guide hose.
- Combination with Part 1
- Part 3-14 supplements or modifies clauses in IEC 62841‑1; where a subclause is not mentioned, Part 1 applies.
- Electrical & power limits
- Rated voltage and input limits as above; battery tool provisions in Annex K and Annex L (for tools with mains connection/non‑isolated sources).
- Safety instructions & marking
- Additional mandatory user instructions for drain cleaners (e.g., testing residual current device / RCD / GFCI) and machine‑specific warnings.
- Mechanical hazards & guarding
- Requirements for guarding of rotating drums, guide tubes, cable locking mechanisms and protection against access to live/rotating parts (illustrated by figures such as drum and sectional machine examples).
- Test conditions and performance
- General test conditions, endurance, abnormal operation, heating, moisture and mechanical strength requirements. Annex I covers noise and vibration measurement.
- Transition
- Committee recommends national adoption not earlier than 36 months after publication to allow manufacturer and tester transition.
Practical Applications and Who Uses This Standard
- Manufacturers of transportable drain cleaning machines (drum and sectional types) use IEC 62841-3-14 to design and certify safe products.
- Test laboratories and certification bodies use the standard to develop test plans for electrical, mechanical and guarding safety checks.
- Compliance officers, product safety engineers and regulatory authorities reference the standard when assessing market conformity.
- End‑users (rental fleets, plumbers, facility maintenance teams) benefit indirectly through improved machine safety and clearer user instructions.
Keywords: safety standard for drain cleaners, drum machine safety, sectional machine requirements, RCD testing, battery drain cleaner limits.
