IEC 63241-2-17:2025 applies to routers and trimmers. This document is to be used in conjunction with the first edition of IEC 63241-1:2023. This document supplements or modifies the corresponding clauses in IEC 63241-1, so as to convert it into the IEC Standard: Particular requirements for hand-held routers and trimmers. Where a particular subclause of IEC 63241-1 is not mentioned in this document, that subclause applies as far as reasonable. Where this document states "addition", "modification" or "replacement", the relevant text in IEC 63241-1 is to be adapted accordingly.
Abstract
Overview
IEC 63241-2-17:2025 is an international standard published by the International Electrotechnical Commission (IEC) for electric motor-operated tools. Specifically, this standard sets out the dust measurement procedure and particular requirements for hand-held routers and trimmers. It is designed to be used in conjunction with the general requirements detailed in IEC 63241-1:2023. The objective of IEC 63241-2-17 is to establish uniform methods for measuring dust emission from routers and trimmers during typical use, enhancing workplace health, safety, and product effectiveness.
Key Topics
-
Scope and Applicability
- Focuses on hand-held routers and trimmers used for cutting and trimming wood and similar materials.
- Supplements and modifies relevant clauses in IEC 63241-1 to address tool-specific requirements.
-
Test Procedures
- Details on operating conditions and test methods for measuring dust generated during use.
- Specific guidance for setting up tools and workpieces, operator positioning, and the execution of cutting and trimming tasks.
-
Instrumentation
- Defines requirements for dust measurement instrumentation, ensuring results are accurate and consistent.
- References to general instrumentation requirements found in IEC 63241-1.
-
Reporting
- Specifies the information to be recorded and reported, particularly regarding cycle times and completion of required operations during tests.
-
Definitions

- Supporting product development focused on user safety, performance, and dust control.
-
Testing and Certification Laboratories
- Guiding accredited labs to carry out standardized dust measurement tests on routers and trimmers for conformity assessment.
- Facilitating reliable comparison of dust emission data across different tool models and brands.
-
Health and Safety Managers
- Providing a benchmark for evaluating workplace exposure to dust produced by electric routers and trimmers.
- Assisting in the selection of tools with improved dust emission performance for reduced occupational hazards.
-
Regulatory Authorities
- Offering a harmonized reference in crafting regulations targeting dust exposure and emission from hand-held electric tools.
- Supporting consistent enforcement of occupational health and product safety requirements globally.
Related Standards
-
- General requirements for electric motor-operated tools - essential for interpreting and applying IEC 63241-2-17.
-
- Specifies requirements for wood-based panels such as particleboard used in dust measurement tests.
-
EN 312:2010
- European standard for particleboards, referenced as test materials for router operation evaluation.
-
ANSI A208.1-2022
- North American standard for particleboard, also cited for test material requirements.
Practical Value
Implementing IEC 63241-2-17:2025 promotes:
- Enhanced user safety by reducing the health risks associated with airborne dust.
- Greater product comparability through harmonized dust measurement methods.
- Streamlined compliance for international markets, as manufacturers and testing bodies gain clear requirements.
- Support for innovation in tool design, especially in dust containment and extraction technologies.
By following IEC 63241-2-17 alongside IEC 63241-1, organizations ensure their hand-held routers and trimmers are tested under recognized procedures, supporting safer workplaces and globally accepted product quality.
