IEC 63399:2024 applies to household and similar electrical rice cookers. This document defines the main performance characteristics that are of interest to the user and specifies methods for measuring these characteristics. This document does not specify the requirements for performance. This document does not apply to the pressure type rice cooker or the micro-pressure rice cooker. This document does not apply to rice cookers with the rated volume of rice cooker larger than 8 L. The pressure type rice cooker refers to a rice cooker that cooks at a pressure more than 40 kPa. The micro-pressure rice cooker refers to a rice cooker that cooks at a pressure larger than 10 kPa but not more than 40 kPa. This document does not deal with safety requirements (covered in IEC 60335-2-15).
Abstract
Overview
IEC 63399:2024 sets out standardized methods for measuring the performance of household and similar electrical rice cookers. This international standard, published by the International Electrotechnical Commission (IEC), specifies measurement techniques for key performance characteristics relevant to end users. It applies exclusively to electric rice cookers with a rated volume up to 8 liters and excludes pressure-type and micro-pressure rice cookers. Importantly, it does not set minimum performance requirements or address safety requirements, which are covered by IEC 60335-2-15.
The standard provides a uniform approach for manufacturers, laboratories, and quality assurance professionals to assess and compare functional attributes such as cooking uniformity, energy consumption, and durability of rice cookers.
Key Topics
IEC 63399:2024 covers the following main areas for performance measurement:
- Volume Determination: Procedures to accurately measure the usable volume of the rice cooker’s inner pot.
- Inner Pot Coating Endurance:
- Abrasion resistance: Testing the resistance of pot coatings to repeated physical scraping.
- Corrosion resistance: Assessing surface durability in prolonged exposure to boiling saline water.
- Cooking Performance:
- Cooking uniformity: Evaluating evenness in the cooked rice through sample analysis.
- Moisture deviation: Measuring the consistency of moisture content within different areas of the cooked rice.
- Burnt rice assessment: Grading burnt rice levels based on reference images for objective comparison.
- Keep-Warm Performance: Measuring the rice temperature retention ability over extended periods under keep-warm mode.
- Energy and Power Usage:
- Energy efficiency: Determining the amount of energy used in relation to the rice cooked.
- Stand-by, reservation, and keep-warm power consumption: Measuring and recording electrical consumption in different operational states.
- Performance under Low Voltage: Evaluating cookers’ functionality when operated at lower than standard supply voltages.
The document also references informative annexes on the physical characteristics of cooked rice, aiding in consistent, comparative testing across brands and designs.
Applications
The methods prescribed in IEC 63399:2024 have practical value for:
- Manufacturers: To benchmark and improve product features, ensuring competitive performance and fulfilling export requirements.
- Testing and Certification Labs: To conduct impartial, reproducible evaluations of rice cooker performance parameters.
- Quality Assurance: To support consistency in quality control for production batches.
- Regulatory Bodies: To establish fair, measurable criteria for claims related to energy efficiency, cooking results, and reliability.
- Retailers and Consumers: While not a consumer-facing guide, retailers can use the standard to validate manufacturer performance declarations.
By implementing these standardized test methods, stakeholders can achieve clear, comparable data supporting product development, market differentiation, and regulatory compliance for electric rice cookers.
Related Standards
For a comprehensive evaluation and safe use of household electrical appliances, the following standards are closely related to IEC 63399:2024:
