ISO 10865-1:2012 is applicable to wheelchair passenger spaces (RF‑WPSs) intended for use by rearward-facing wheelchair-seated occupants, with a body mass greater than 22 kg, when travelling in accessible transport vehicles. It is applicable to systems for use in vehicles used mainly on fixed route services when operated under normal and emergency driving conditions, where passengers are allowed to travel both sitting and standing. ISO 10865-1:2012 specifies design and performance requirements and associated test methods, requirements for manufacturer instructions and warnings to installers and users, requirements for product labelling and disclosure of test information. The primary purpose of ISO 10865-1:2012 is to limit those movements of a rearward-facing wheelchair, including scooters with three or more wheels, that might result in hazardous contact with the vehicle interior or injury to other passengers.
Abstract
Overview
ISO 10865-1:2012 specifies design and performance requirements for wheelchair containment and occupant retention systems in accessible transport vehicles where passengers may sit or stand. The standard applies to rearward-facing wheelchair passenger spaces (RF‑WPSs) used by occupants with body mass greater than 22 kg in fixed‑route, accessible transit vehicles (ATV‑SS). Its primary objective is to limit wheelchair movement that could cause hazardous contact with the vehicle interior or injury to other passengers during normal and emergency driving manoeuvres (assumed accelerations ≤ 1g).
Key topics and technical requirements
- Scope and applicability: RF‑WPSs for rearward-facing wheelchair-seated passengers in vehicles used mainly on fixed-route services.
- Design requirements: Geometry, clearances and passive containment concepts including a forward excursion barrier (FEB) and features that limit lateral and rearward movement.
- Performance requirements and test methods:
- Static strength tests for RF‑WPS components (including FEB strength testing based on a 3g wheelchair-plus-occupant loading).
- Wheelchair movement/containment tests to evaluate behaviour under emergency manoeuvres (non‑crash accelerations).
- Floor coefficient of friction requirements to limit rearward movement when brakes are applied or power is off.
- Information, labelling and instructions:
- Identification and labelling of RF‑WPS components and subassemblies.
- Installer and vehicle operator instructions, warnings for users, and disclosure of test information.
- Documentation and compliance: Requirements for recording and demonstrating conformity with design and test outcomes.
- Annexes: normative specifications for dimensions and clear spaces (A), containment test (B), static strength (C), surrogate wheelchair specifications (D), and informative design guidelines (E).
Applications and who uses it
Practical uses of ISO 10865-1:2012:
- Designing, manufacturing and certifying RF‑WPS systems (bus and tram interior fittings, FEBs, lateral barriers).
- Transit agencies and vehicle integrators specifying RF‑WPS for accessible transit vehicles where passengers can sit or stand.
- Accessibility consultants and safety engineers assessing passenger safety, ergonomics and compliance.
- Testing laboratories performing static strength and containment tests.
- Installers and vehicle operators following labelling and instruction requirements for safe operation.
Benefits include improved occupant safety in emergency manoeuvres, greater usability and independence for wheelchair users, and reduced need for driver intervention compared with some active securement systems.
