ISO 11148-11:2011 specifies safety requirements for hand-held non-electric power tools (hereinafter "nibblers and shears") with a reciprocating movement for nibbling and shearing. The nibblers and shears can be powered by compressed air or hydraulic fluid and are intended to be used by one operator and supported by the operator's hand or hands, with or without a suspension, e.g. a balancer. ISO 11148-11:2011 is applicable to nibblers and shears. ISO 11148-11:2011 is not applicable to special requirements and modifications of nibblers and shears for the purpose of mounting them in a fixture. ISO 11148-11:2011 deals with all significant hazards, hazardous situations or hazardous events relevant to nibblers and shears when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer, with the exception of the use of nibblers and shears in potentially explosive atmospheres.
Abstract
Overview
ISO 11148-11:2011 - "Hand-held non-electric power tools - Safety requirements - Part 11: Nibblers and shears" is an international type‑C safety standard that specifies safety, verification and information requirements for hand‑held nibblers and shears with a reciprocating motion. It covers pneumatic (compressed‑air) and hydraulic nibblers and shears intended for a single operator and hand support, with or without suspension (e.g., balancer). The standard addresses foreseeable use and misuse but excludes tools mounted in fixtures and use in potentially explosive atmospheres.
Keywords: ISO 11148-11:2011, nibblers and shears, hand-held non-electric power tools, pneumatic tools, hydraulic tools, safety requirements.
Key Topics and Technical Requirements
- Scope and definitions: Clear definitions for nibblers, shears, control devices, rated pressures/speeds and suspension devices.
- Mechanical safety: Requirements for surfaces, edges, stability, component retention and protection against hydraulic fluid ejection.
- Thermal safety: Limits and assessment methods for surface temperatures in accordance with ISO 13732‑1 and ISO 13732‑3.
- Noise and vibration: Design measures to minimize noise (ISO/TR 11688 guidance) and specified verification/tests for noise and vibration emissions (ISO 15744, ISO 28927‑7, EN 12096 referenced).
- Ergonomics and controls: Requirements for grips, controls (hold‑to‑run, lock‑on/off devices), and handling to reduce operator strain and inadvertent starts.
- Materials and hazards: Consideration of processed/used/exhausted substances and related hazards.
- Verification and testing: Clauses on verification methods including noise, vibration, unintentional start and construction integrity (Clause 5).
- Information for use: Marking, warning signs, instruction handbook, operating data and maintenance instructions (Clause 6).
Practical Applications and Who Uses It
- Manufacturers and designers of pneumatic/hydraulic nibblers and shears - to design tools that meet international safety expectations and to incorporate appropriate guards, controls and ergonomics.
- Test laboratories and conformity assessors - to verify noise, vibration and unintentional‑start behaviour and to assess construction robustness.
- Safety engineers and procurement teams - to specify compliant tools for workshops, metal fabrication and maintenance operations.
- Maintenance personnel and technical trainers - to develop manuals, maintenance schedules and operator instructions consistent with Clause 6 information requirements.
Keywords: safety standard, conformity assessment, tool design, noise testing, vibration testing, operator instructions.
