ISO 11148-12:2012 specifies safety requirements for hand-held non-electric power tools (hereinafter "circular, oscillating and reciprocating saws") intended for sawing. The circular, oscillating and reciprocating saws can be powered by compressed air, hydraulic fluid or internal combustion engines and are intended to be used by one operator and supported by the operator's hand or hands, with or without a suspension, e.g. a balancer. ISO 11148-12:2012 is applicable to circular saws, circular knives, oscillating saws having a saw blade with a radius of 50 mm or less or a diamond cutting-off blade with a radius of 100 mm or less, oscillating knives (including windshield knives) and reciprocating saws, including jig saws and power hack saws. ISO 11148-12:2012 is not applicable to special requirements and modifications of circular, oscillating and reciprocating saws for the purpose of mounting them in fixtures. ISO 11148-12:2012 deals with all significant hazards, hazardous situations or hazardous events relevant to circular, oscillating and reciprocating saws when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer, with the exception of the use of circular, oscillating and reciprocating saws in potentially explosive atmospheres.
Abstract
Overview
ISO 11148-12:2012 - Hand-held non-electric power tools - Safety requirements - Part 12: Circular, oscillating and reciprocating saws - establishes safety requirements for hand‑held non‑electric sawing tools. It covers circular saws, circular knives, oscillating saws and knives, reciprocating saws (including jig saws and power hack saws) driven by compressed air (pneumatic), hydraulic fluid or internal combustion engines. The standard is a type‑C standard (per ISO 12100) and addresses hazards arising during intended use and reasonably foreseeable misuse, excluding use in potentially explosive atmospheres and tools permanently mounted in fixtures.
Key topics and technical requirements
ISO 11148-12:2012 defines safety and verification requirements across core areas:
- Mechanical safety: design of guards (e.g., retractable lower guards for circular saws), riving knives, guide plates and shoes/backing plates to reduce contact and kickback hazards.
- Start/stop and control devices: classification and requirements for hold‑to‑run, lock‑on, lock‑off and positive on‑off throttles to prevent unintentional start.
- Thermal safety: measures for hot/cold surface contact in line with ergonomics references.
- Noise and vibration: measurement and reduction requirements; verification tests for declared emission values (references include ISO 15744, ISO 28927‑8, and EN 12096).
- Materials and substances: handling of hazardous materials generated or used by the tool (dust, exhaust).
- Ergonomics and human factors: design for single‑operator hand support, suspension devices (balancers), and control placement.
- Verification and testing (Clause 5): noise, vibration, unintentional start, guard performance, and overall construction checks.
- Information for use: mandatory markings, warning labels, operating and maintenance instructions, and data to be supplied with the tool.
Notable defined limits in the standard include oscillating saw blade radius (≤50 mm) and diamond cutting‑off blade radius (≤100 mm). The document also distinguishes tool types by blade speed (e.g., panel saws vs. trim saws).
Practical applications
- Ensures safe design and manufacture of hand‑held pneumatic, hydraulic and combustion‑driven saws.
- Provides test and verification procedures for product safety certification and CE/market compliance.
- Guides risk assessment, user instructions, labeling, and maintenance requirements for contractors, rental houses and fleet operators.
Who should use this standard
- Tool manufacturers and R&D engineers designing non‑electric saws
- Product safety and compliance engineers preparing conformity documentation
- Test laboratories and certification bodies performing noise, vibration and safety tests
- Occupational health & safety professionals, procurement teams and maintenance managers
