ISO 11148-13:2017 specifies safety requirements for hand-held non-electric power tools (hereinafter referred to as "fastener driving tools") intended for installation of a fastener (see Annex B), forming a mechanical connection or attachment with the workpiece which are for example wood and wood-based materials, plastic materials, fibre materials (loose or compacted), cementitious materials, metals and combinations of these materials. The fastener driving tools for fasteners can be powered by compressed air or combustible gases (which may be ignited by a battery or accumulator) and the energy is transmitted to an impacted element by an intermediary component that does not leave the device. These tools are intended to be used by one operator and supported by the operator's hand or hands, with or without a suspension, e.g. a balancer. ISO 11148-13:2017 is applicable to fastener driving tools in which energy is applied to a loaded fastener for the purpose of driving this into a workpiece. ISO 11148-13:2017 is not applicable to fastener driving tools in which the energy for driving fasteners is drawn from powder-actuated cartridges, hydraulics or from any type of electrical supply. ISO 11148-13:2017 does not deal with special requirements and modifications of hand-held power tools for the purpose of mounting them in a fixture. ISO 11148-13:2017 deals with all significant hazards, hazardous situations or hazardous events relevant to fastener driving tools for fasteners when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer, with the exception of the use of power tools in potentially explosive atmospheres. NOTE ISO 80079?36 gives requirements for non-electrical equipment for potentially explosive atmospheres.
Abstract
Overview
ISO 11148-13:2017 - "Hand-held non-electric power tools - Safety requirements - Part 13: Fastener driving tools" is an international safety standard for hand-held, non-electric fastener driving tools. It covers tools that install fasteners (nails, staples, pins) into workpieces such as wood, plastics, cementitious materials and metals, when powered by compressed air or combustible gas (including gas ignition systems powered by a battery/accumulator). The standard applies to single-operator, hand-supported tools and addresses hazards for normal use and reasonably foreseeable misuse. It excludes powder-actuated, hydraulic or electrically powered tools and use in potentially explosive atmospheres (see ISO 80079‑36 for explosive-atmosphere requirements).
Key topics and technical requirements
ISO 11148-13:2017 organizes safety requirements, verification and user information. Major technical topics include:
- Mechanical safety: protection against sharp points and edges of fasteners; prevention of unintended ejection and free-flight of fasteners; design requirements for workpiece contact.
- Actuation and trigger modes: permitted trigger/actuation configurations and controls to prevent accidental firing.
- Strength and construction: mechanical integrity, stability, surfaces, edges and prevention of unintentional change of actuation mode.
- Thermal and electrical safety: management of hot/cold surfaces and any electrical components present.
- Noise, vibration and recoil: reduction measures and declaration of mechanical impact parameters.
- Materials and emissions: handling of collating materials, discharged air/gas and lubricants.
- Ergonomics and user information: handle design, weight/control characteristics, markings and comprehensive operating/maintenance instructions.
- Verification and testing: procedures for demonstrating compliance, together with annexes listing significant hazards and verification guidance.
The document also contains annexes with examples of covered tools, label/symbol specifications, ergonomic guidance and required user information.
Practical applications and who uses this standard
ISO 11148-13:2017 is intended for:
- Manufacturers and designers of pneumatic and gas-powered fastener driving tools (nailers, staplers, pin guns) to design safer products and prepare technical documentation.
- Safety and compliance engineers performing risk assessments, verification testing and CE/market-entry documentation.
- Procurement and fleet managers who specify safety requirements for construction and industrial tools.
- Maintenance teams and trainers who develop operating instructions, maintenance schedules and user training. Applying this standard reduces accidental firing, free-flight injuries, and ergonomic/mechanical hazards in construction, woodworking, packaging and industrial assembly.
