ISO 11148-7:2012 specifies safety requirements for hand-held non-electric power tools (hereinafter "grinders") intended for grinding and cutting-off with abrasive products, for use on all kinds of materials. The grinders can be powered by compressed air or hydraulic fluid and are intended to be used by one operator and supported by the operator's hand or hands, with or without a suspension, e.g. a balancer. ISO 11148-7:2012 is applicable togrinders used with: abrasive products with a peripheral operating speed less than or equal to 80 m/s; cutting-off wheels with a peripheral operating speed less than or equal to100 m/s; abrasive products with an outside nominal diameter less than or equal to 230 mm; cutting-off wheels with an outside nominal diameter less than or equal to 250 mm; wire brushes; diamond and reinforced [segmented] wheels with an outside nominal diameter less than or equal to 450 mm; flap discs and flap wheels. ISO 11148-7:2012 does not cover special requirements and modifications of grinders for the purpose of mounting them in fixtures. It is not applicable to die grinders with collets which are treated in ISO 11148-9; polishers and sanders [i.e. tools used with coated abrasives except flap discs and flap wheels] which are treated in ISO 11148-8; cutting-off machines which are driven by internal combustion engines and are used for cutting construction materials, which are treated in ISO 19432; shaft mounted wire brushes which are treated in ISO 11148-9.
Abstract
Overview
ISO 11148-7:2012 - Hand-held non-electric power tools - Safety requirements - Part 7: Grinders defines safety requirements for hand-held grinders driven by compressed air (pneumatic) or hydraulic power. It covers grinders used for grinding and cutting-off with abrasive products, wire brushes, diamond/reinforced wheels, flap discs and flap wheels, intended for use by one operator and supported by the operator’s hand(s) (with or without a suspension/balancer). The standard is a type‑C machine safety standard and complements general machinery safety (ISO 12100).
Key topics and technical requirements
ISO 11148-7 specifies requirements and verification procedures across core safety domains:
- Scope and limits: Applicable to abrasive products with peripheral speeds ≤ 80 m/s, cutting-off wheels ≤ 100 m/s; nominal outside diameters up to 230 mm (abrasives), 250 mm (cutting-off), and up to 450 mm for diamond/reinforced wheels.
- Mechanical safety: Design of flanges, guards, spindles and means to prevent wheel breakage and clamping failures.
- Controls and start/stop devices: Requirements for throttles, hold‑to‑run, lock‑on/lock‑off and positive on‑off devices to reduce unintentional start.
- Thermal safety: Protection against hot surfaces and thermal hazards during use.
- Noise and vibration: Measures for noise reduction and vibration emissions, including referenced test methods (e.g., ISO 15744, ISO 28927).
- Ergonomics and materials: Operator interface, handling, and hazards from materials processed or exhausted.
- Verification and testing: Prescribed tests for noise, vibration, flange deformation, guards, unintentional start and construction checks.
- Information for use: Mandatory marking, labels, warnings, instruction handbook, maintenance and operating instructions.
Practical applications
ISO 11148-7 is used to:
- Design and manufacture safe pneumatic and hydraulic handheld grinders.
- Develop compliant guards, flanges and control systems for abrasive applications.
- Create test plans and perform conformity verification (noise, vibration, mechanical tests).
- Produce compliant user manuals, maintenance instructions and product labeling.
- Support risk assessment and CE/market conformity documentation for non‑electric grinders.
Who should use this standard
- Tool manufacturers and product designers (pneumatic/hydraulic grinders)
- Safety engineers, compliance officers and certification bodies
- Test laboratories and QA teams performing noise/ vibration/guard testing
- Procurement and maintenance managers specifying safe equipment
- Occupational health & safety (OHS) professionals and trainers
