ISO 11148-9:2011 specifies safety requirements for hand-held non-electric power tools fitted with collets (hereinafter "die grinders") intended for grinding and surface finishing and chamfering using mounted points, burrs and files and small wire brushes and other accessories mounted on shanks. The die grinders can be powered by compressed air, hydraulic fluid or internal combustion engines and are intended to be used by one operator and supported by the operator's hand or hands, with or without a suspension, e.g. a balancer. ISO 11148-9:2011 is applicable to angle die grinders, reciprocating files, rotary files and straight die grinders. ISO 11148-9:2011 deals with all significant hazards, hazardous situations or hazardous events relevant to die grinders when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer, with the exception of the use of die grinders in potentially explosive atmospheres.
Abstract
Overview
ISO 11148-9:2011 is an international standard from ISO that outlines comprehensive safety requirements for hand-held non-electric power tools, specifically die grinders. This part of ISO 11148 applies to die grinders fitted with collets and intended for operations such as grinding, surface finishing, and chamfering, using accessories mounted on shanks-such as mounted points, burrs, files, and small wire brushes. Covered under this standard are angle die grinders, reciprocating files, rotary files, and straight die grinders, powered by compressed air, hydraulic fluid, or internal combustion engines. The document addresses all significant hazards and seeks to ensure a high level of operator protection during intended and foreseeable use, except for use in potentially explosive atmospheres.
Key Topics
ISO 11148-9:2011 details essential safety features and user guidelines for die grinders to reduce occupational risks and support safe tool design and operation:
- Mechanical Safety: Requirements for design, construction, supporting surfaces, and stability to prevent loosening or loss of components and reduce risks during routine use and handling.
- Thermal Safety: Prescribes limits for surface temperatures on gripping zones and ensures minimized cooling effects from exhaust air.
- Noise Reduction: Stresses designing die grinders to limit noise emissions at the source, referencing other ISO standards for measurement.
- Vibration Control: Guidelines for reducing vibration exposure at tool handles, recommending design features like autobalancers and isolated casings.
- Ergonomics: Ensures handles are designed for secure, comfortable grip and proper operator control, catering to different hand sizes and work situations.
- Controls: Specifies requirements for start-and-stop control devices to prevent accidental activation and ensure easy, safe tool operation.
- Marking and Information: Mandates detailed marking for identification, warnings, and operational data, and requires manufacturers to provide comprehensive instruction handbooks.
- Verification: Lays out procedures for visual, functional, and measurement checks to confirm compliance with safety requirements.
Applications
The practical value of ISO 11148-9:2011 lies in its widespread use across industry sectors where die grinders are essential tools, such as metalworking, automotive repair, aerospace manufacturing, and fabrication. Its safety requirements target:
- Manufacturers: Guiding the design, production, and quality assurance of die grinders to align with international best practices and reduce liability risks.
- Employers and Safety Managers: Supporting workplace safety programs and regulatory compliance by providing clear requirements for tool maintenance, marking, and operator instructions.
- Operators: Equipping users with key safety practices, such as selecting approved accessories, wearing eye and hand protection, and understanding operational hazards like vibration, noise, and projected debris.
- Inspection Bodies: Assisting in tool certification, market surveillance, and post-market compliance checks through standardized verification procedures.
Organizations implementing ISO 11148-9:2011 improve worker safety, reduce workplace injuries, and demonstrate commitment to international occupational health standards.
Related Standards
ISO 11148-9:2011 is part of the broader ISO 11148 series-covering safety for various hand-held non-electric power tools. Related standards include:
- ISO 11148-1: Assembly power tools for non-threaded mechanical fasteners
- ISO 11148-7: Grinders without collets, for use with cones and plugs with threaded inserts
