ISO 11660-1:2008 establishes the general requirements for access to control stations and other areas of cranes as defined in ISO 4306-1, during normal operations, maintenance, inspection, erection, dismantling and emergency. It also deals with guards and restraints in general, concerning the protection of persons on or near the crane with regard to moving parts, falling objects or live parts. The particular requirements relating to access, guards and restraints for the various types of cranes and lifting appliances are given in ISO 11660-2, ISO 11660-3 and ISO 11660-5.
Abstract
Overview
ISO 11660-1:2008 - Cranes - Access, guards and restraints - Part 1: General sets out the general safety requirements for access, guards and restraints on cranes (as defined in ISO 4306-1) during normal operation, maintenance, inspection, erection, dismantling and emergency use. It addresses protection of persons on or near cranes from moving parts, falling objects and live parts, and defines basic dimensions, loadings and functional rules for access systems (stairs, ladders, walkways), handholds, guardrails, toeboards and related devices. Specific provisions for crane types are covered in ISO 11660-2, -3 and -5.
Key topics and technical requirements
- Scope and classification: Defines Type 1 (access usable without personal protective equipment) and Type 2 (may require PPE) access and guidance on selecting the appropriate type for control stations, maintenance and erection/dismantling activities.
- Means of access: Preferred order-stair, rung ladder, stepped ladder. Defines ramps, walkways, platforms, rest platforms, manholes and powered access systems; powered access may be provided but a complementary Type 2 access is required.
- Ergonomics & safety rules: Requirement for simultaneous three-point support (two hands + one foot or two feet + one hand) when using access routes; limits on lateral reach when transferring between supports.
- Structural and surface requirements: Access surfaces must be incombustible and slip‑resistant (see Annex A examples). Steps and treads must resist specified loads: e.g., 2 000 N applied through a 125 mm disc and a uniform load of 4 500 N/m².
- Ladder/stair geometry: Definitions and angle/range limits (rung ladder angle >75°, stepped ladder >60°, stair ≤50°, ramp ≤20°) and dimensional rules for riser heights, tread depths and step widths (detailed in the standard).
- Guards and restraints: Requirements for guards for moving parts, protection against falling objects (toeboards, intermediate guard‑rails), and electrical guarding in line with IEC 60204-32.
- Openings and fittings: Rules for apertures in floors/gangways (max sphere through of 20 mm; slotted widths) and handhold/edge radii and finishes.
Practical applications & users
Who uses ISO 11660-1:2008:
- Crane manufacturers and designers - to design compliant access systems and integrate powered access options.
- Safety engineers and OEMs - for risk assessments, guards specification and fall‑protection strategies.
- Maintenance planners and site managers - to select appropriate access types and PPE regimes for inspection and repair tasks.
- Inspectors, certifiers and regulators - to verify compliance and safe installation of access and guard systems.
- Procurement teams - to write requirements into purchase specifications and contracts.
Practical use includes equipment design, retrofit safety upgrades, maintenance procedure development, and operator training programs to reduce fall, crush and falling-object hazards.
